Washington County Prison Board
Washington; Pa., May 16, 1984
The Washington County Prison Board met for their monthly meeting in
the 7th Floor Conference Room at approximately 11:30 a.m with the following
members being present: Commissioners Mascara, Petrosky and Paluso, Judge Gladden,
Controller Beharry and Ferdal Littleton, Deputy Sheriff. Also being present:
Chief Clerk Dallatore, Warden Poland, Administrative Assistant Davis, Lou
Lignelli, Director of Administration; Linda Hands, Clerk -Steno II; Bryon Smialek,
Observer -Reporter and Jim Provance, Herald -Standard. Absent being: Dist, Atty,
Pettit
Chairman Mascara called the meeting to order and asked if there were
any corrections, additions or omissions to Minute No. 4-P, each member having
received a copy.. Moved by Miss Beharry, seconded by Mr.. Paluso, that Minute No.
4-P be approved as read. Motion carried unanimously by the Board sign fyin:gtheir
approval by stating "Aye".
WARDEN'S REPORT:
Warden Poland reported to the Board the following breakdown in the Jaii
population:
Sentenced prisoners 73
Unsentenced prisoners 66
Females 7
Weekenders 20
Work Release 13
W. VA Holdovers 1
Federal Holdovers 7 (5 as of 5--16-84)

Warden Poland noted that he did have 7 Federal holdovers but as of to-
day 2 have been shipped out so now there are 5 Federal holdovers.
Regarding the eye glass matter, Mr. Poland reported to the Board that
they tried to obtain glasses for a prisoner through the Washington Lions Club and
the Washington Blind Association but ran into a few problems. Warden Poland
noted that they are still trying to iron out the problems and will report back
to the Board.
Regarding the dental program, Warden Poland reported that they are still
trying to get Dr. Green, Dentist at the Washington County Health Center, to do
the work. Mr. Poland stated that they are running into a few problems insofar
as the rules and regulations of the Health Center are concerned. Mr. Poland ex-
plained that they are still in the process of working out this matter with
Dr. Green and the possibility of handling the dental work in his office.
Warden Poland brought up the matter of the work --release program and
noted that they are still investigating how other County prisons and law enforce,
ment establishments handle this program, Warden Poland stated that they have
not come up with anything concrete as of yet..

Warden Poland reported to the Board that the portable radios that they
have received (3 walkie-talkies with related accessories) are working a lot bette'r
than they expected. Mr. Poland noted, however, that they really need to have
more of them and he requested the.Board's permission to purchase 2 more of the
radios.
Mr. Poland noted that several trustees worked on Election night
(April 10th).
Warden Poland reported to the Board the following information:

Warden Poland reported to the Board concerning an attempted escape
planned for Sunday night (May 13th) which involved 3 County prisoners and 2
federal prisoners. Warden Poland explained that one of the inmates involved re-
ported the plan escape and, therefore, the Jail personnel was able to squash.the
attempted escape. Mr. Poland noted that the case is under investigation. A
brief discussion followed.
Controller Beharry stated that she has prepared a survey to be sent to
the other 66 county jails concerning the subject of work -release programs and how"
they are set up. Miss Beharry also pointed out that she will include with the
survey the question of how they handle their eye glass care and dental programs,
Controller Beharry questioned Warden Poland as to the existence of any
established medical policy or procedure at the Jail. Controller Beharry noted
that she had a complaint through a relative of a prisoner (Michael Rose) who
apparently got hurt on a Thursday and didn't get any medical attention until Mon-
day. Some discussion followed,on this matter between Controller Beharry and
Warden Poland. Warden Poland explained what action took place in this particular':

situation. More discussion followed on the procedure used in determining whether:
an inmate needs immediate medical attention. Mr. Poland made reference to a
written procedure in the Jail's handbook.
BILLS:
Controller Beharry presented to the Board for their consideration and
approval the bills for the month of April, 1984, in the amount of $34,975,86,
Controller Beharry noted that after reviewing the bills she recognized that in
March, for some reason, the County purchased through a purchase order toilet

tissue and polyliners which the County had out on bid. Miss Beharry pointed out;

Ethat the toilet tissues are $5 more a case than the bid price and the polyliners I
slightly more. She stated that she contacted Mr. Sabatine, Purchasing Agent,
about the matter but he did not know how this happened, Controller Beharry state
that she would like to see something go into effect at this point to make sure
that all County bid items are purchased through the bid supplier and the bid prick
as opposed to any outside supplier. A brief discussion was held. Moved by
Miss Beharry, seconded by Mr. Petrosky, approving the payment of the bills for
,the month of April, 1984. Motion carried unanimously by the Board signfying their
approval by stating 'Aye

Chairman Mascara brought to the Board's attention the matter of the State
Bureau of Correction's Inspection Report of the Jail. Warden Poland noted that he
will be responding to that report in writing very soon. Controller Beharry re-
quested that the Board members be furnished with a copy of the Warden's response.'
Judge Gladden questioned the Warden on how he determines what dentist is
'called when the need arises. Mr, Poland stated that any extractions go to
Dr. Weller but if he determines that he cannot do an extraction,_ then they are
sent to Doctors Finder and Spatz or someone of that nature.
Warden Poland brought to the Board's attention the matter of purchasing air
masks. Warden Poland noted that the City of Washington will be putting out on
bid 10 of the Fire Department's air masks. Mr. Poland stated that the price
would probably be in the area of $100-$125 each.. A discussion followed. Warden
Poland noted that the Jail should have at least two air masks. More discussion
'was held. Mr. Paluso suggested that the Warden look into this matter and re-
commended the purchase of four air masks.
With regards to the Jail Commissary audit, Chairman Mascara noted that in
the Summary of the Evaluation Report submitted by the Bureau of Corrections, it
was noted that the audit had not been completed. Mr. Mascara questioned Controller
Beharry on the status of this audit, Controller Beharry stated that she is in
the process of auditing the Magj,s�trate.s� Offices, and as soon as she is able,
will begin on the Jail audit.
There being no further business, Chairman Mascara declared the meeting ad-
journed at approximately 11:55 a.m.
