Minute No. 7-P
Washington County Prison Board s
Washington, PA, August 8, 1984
The Washington County Prison Board met in the Commissioners' Conference
Room at approximately 11:35 a.m. with the following members being present:
Commissioners Mascara, Petrosky and Paluso, Judge Gladden, Deputy Sheriff Little-
ton, and Deputy Controller.Metcalfe. Absent being: District Attorney Pettit.
Also being present: Warden Poland; Linda Hands, Clerk -Steno II; and Natalie.
Moore, Herald -Standard.
Chairman Mascara called the meeting to order and asked if there were
any corrections, additions or omissions to Minute No, 6-P, each member having re-
ceived a copy. Moved by Mr, Littleton, seconded by Judge Gladden, that Minute
No. 6-P be approved as read. Motion carried unanimously by the Board signifying
their approval by stating "Aye",
WARDEN'S REPORT
Warden Poland reported to the Board the following breakdown in the Jail
population:
Sentenced prisoners 59
Unsentenced prisoners 47
Females 9
Weekenders 20
Work Release 11
Federal Holdovers 6
TOTAL POPULATION 106
Warden Poland noted in the population breakdown that as of this morning
3 of the Federal prisoners have left.
Warden Poland reported to the Board the following information:
Income from other units for maintenance of prisoners
for the month of June, 1984: $7,972.50
Total Room and Board for Weekend and Work Release
prisoners for June, 1984: $ 577.50
Income from other units for maintenance of prisoners
for the month of July, 1984: $5,786.50
Total Room and Board for Weekend and Work Release
prisoners for July, 1984: $ 380.00
Warden Poland brought to the Board's attention a letter he received
,from the Greene County Jail stating that the Greene County Jail is housing 2 of
our prisoners down there for witnesses. Mr, Poland went on to explain that they
are presently charging $18.50 per day for each prisoner and we charge them $18.50
for each prisoner. Mr. Polandalsostated that they are going to raise their
per diem to $35.00
for each prisoner. Warden Poland
suggested to the Board that
we reciprocate by
raising our per diem to $35.00 per
day. Some discussion follow-
ed on this matter,
Warden Poland noted that Greene
County is the only County we
charge $18.50 for
prisoners. Mr. Poland stated that
we charge $23.50 for Federal
,prisoners and $21.50
for Allegheny County prisoners.

Chairman Mascara requested that the Controller's Office work up some cost figures
,at their earliest convenience. The Board decided to hold this matter in abeyance;
until further research is done.
Deputy Controller Metcalfe presented to the Board for their consideration
and approval the bills for the months of June ($15,259.03) and July ($11,650.33).
Chairman Mascara questioned the Warden as to whether the water bills
have gone down as a result of the renovation at the Jail. Warden Poland felt
that the water bills have gone down considerably. A brief discussion followed.
Some discussion was held on the reimbursable July maintenance and medi-;
cal figures.
Moved by Mr. Petrosky, seconded by Mr. Littleton, approving the payment

of the bills for the months of June and July, 1984. Motion carried unanimously
by the Board signifying their approval by stating "Aye".

Chairman Mascara brought up the matter of lawsuits filed against the
Commissioners and the Prison Board members by inmates Robert L. Richardson and
Joseph Rasel concerning general conditions at the Jail. A discussion followed

regarding these two lawsuits. would represent the entire.Board on these lawsuits.
Judge Gladden stated to the Board that he attended the President Judges
Conference in May and it came to his attention that in some cases when the Judge;
by law is a member of the Prison Board and a State employee rather than a County
employee, very often a County liability insurance does not extend to him without.
a rider. Judge Gladden went on to say that he contacted Mr. Bassi, County
Solicitor, to see that the County policy included a rider that would cover the

`Judge member of the Prison Board. Judge Gladden noted that Mr. Bassi checked with
the County's insurance broker and the Judge member is included under the County's'
policy. Some discussion followed.
There being no further business, Chairman Mascara declared the meeting
adjourned at approximately 11:50 a.m.
