I Minute No. 8-P Washington County Prison Board Washington, Pa., September 12, 1984 The Washington County Prison Board met at the County Jail at approxi- mately 11:40 a.m. with the following members being present: Commissioners Mascara, Petrosky and Paluso; District Attorney Pettit; Controller Beharry; and Chief Deputy. Sheriff Littleton. Absent being: Judge Gilmore. Also being present: Warden Poland; Chief Clerk Dallatore; and Natalie Moore of The Herald -Standard. Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 7-P, each member having re- ceived a copy. Moved by Miss Beharry, seconded by Mr. Littleton, that Minute No. 7-P be approved as read. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden's Report: Warden Poland reported to the Board the following breakdown in the Jail population: Sentenced prisoners 40 Unsentenced prisoners 62 Females 9 Weekenders 28 Work Release 6 Federal Holdovers 15 Allegheny Co. Holdovers 2 Total population on the books 162 Total population in Jail 126 Outstandinq Reimbursements: Reimbursable August Medical Payments $ -0 Reimbursable August Maintenance $ 9,929.75 TOTAL $ 9,929.75 Outstanding Reimbursable Medical $ 449.55 . Outstanding Reimbursable Maintenance $ 1,10120 TOTAL $ 1,550.75 Total Medical Outstanding Reimbursements $ 449.55 Total Maintenance Outstanding Reimbursements $ 11,030.95 TOTAL OUTSTANDING REIMBURSEMENTS $ 11,480.50 Billed Paid Balance Work Release 240.00 90.00 150.00 Weekenders 240.00 230.00 10.00 (Mr. Paluso suggested that the Warden send notification to the sentencing Judge and the District Attorney concerning payments owed by work release prisoners and weekenders.) 0 C 1 1 189 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA +...r.. .wuw.•..� s •wr . �r Warden Poland requested permission to have the Carpenter Shop build some platforms and shelves in the stockroom at the Jail which will be used for storing food that the Jail will be receiving free from the government. He noted that this free food must be kept separate from the food that the County purchases. Some discussion followed. The Board had no objection to the Warden's request. Old Business: Controller Beharry reported that the average daily cost per prisoner is $18.97. She noted that this figure does not reflect any capital or indirect costs. Discussion followed. It was suggested that the cost figures be re -calcu- lated using the capital and indirect cost figures. (Commissioner Paluso left the meeting.) Prison Bills: Controller Beharry presented to the Board for their consideration and approval the bills for the month of August in the total amount of $21,075.49. Some discussion followed. The Board also discussed the status of invoices from Washington Hospital for correctional officers in connection with the Jail fire. Chairman Mascara stated that he would check with Mr. Lignelli on this matter. Moved by Mr. Petrosky, seconded by Mr. Pettit, approving the payment of the bills for the month of August. Motion carried unanimously by the Board signi- fying their approval by stating "Aye". Inspection Evaluation Report Controller Beharry made some comments relative to Warden Poland's reply to the Bureau of Corrections Inspection Evaluation Report of the Jail. Some discussion followed. Miss Beharry expressed her concern for the Counselor position at the Jail. Commissioner Petrosky advised the Board that the Counselor position will be addressed in the proposed reorganization of the Jail. Lawsuits: Warden Poland reported to the Board on the status of the lawsuits filed by inmates Robert L. Richardson and Joseph Rasel. Other Matters: Controller Beharry brought up the matter of the ammunition used in guard- ing the Jail yard during recreation. Discussion followed. (Bryon Smialek of the Observer -Reporter entered the meeting.)
