Minute No. 9 - P �
October 10, 1984
Washington County Prison Board
The Washington County Prison Board met in the Commissioners'` Conference
Room at approximately 11:45 a.m. with the following members being present: Judger
Gladden, Commissioner Petrosky, Controller Beharry and Deputy Sheriff Littleton.
Absent being: Commissioners Mascara and Paluso and District Attorney Pettit.
Also being present: Chief Clerk Dallatore; Warden Poland; Administrative Assistaht
Davis; Linda Hands, Clerk -Steno II; and Natalie Moore, Herald -Standard.
Secretary Beharry called the meeting to order and asked if there were
any corrections, additions or omissions to Minute No. 8-P.
Controller Beharry noted that the figures for last month's population at
the Jail were inaccurate and should be reflected as follows:
Sentenced prisoners 41
Unsentenced prisoners 67
Females 121, *Not included
Work Release 5%; in figure' for

Moved by Mr. Petrosky, seconded by Mr. Littleton, that Minute No. 8-P be PRISONERS
approved as per above. Motion carried unanimously by the Board signfying their
approval by stating "Aye".
WARDEN'S REPORT:
Warden Poland reported to the Board about a telephone call the Jail re-
ceived from a man indicating that he was going to blow up the Jail because he
wanted to get the baby -killer (inmate Kevin Brown). Warden Poland noted that he
made some outside checks on the Jail and kept one guard over and one guard out-
side most of the night.

Doctor saw 36 males and 4 women the month of September, 1984
Controller Beharry questioned Warden Poland on two particular incidents
at the Jail - (1) inmate Ross A. Burtner who was mistakenly released from the
Jail with the work release/weekender prisoners; and (2) inmate Blanch Ross who

=was released from the Jail without signing the required bond in the Clerk of
Courts Office. Concerning incident #1, Warden Poland explained that the Desk
Sargent on duty at the time did not follow procedure and was subsequently repri-
manded.

Concerning incident #2, Warden Poland stated that due ,to some confusion
and misunderstanding, inmate Blanch Ross was released from the Jail without the
proper release form from the Clerk of Courts Office being furnished•to the jail
personnel; subsequently, the inmate was not sent to the Clerk of Courts Office
to sign the required bond. Discussion followed. The Board was in agreement that
procedures at the Jail should be tightened to avoid any future similar occurrences.
Controller Beharry noted for the record Deputy Warden Herrnberger's re-
signation (eff. September 17, 1984) and questioned what steps have been taken to
replace him. Commissioner Petrosky explained to the Board that no steps have
been taken to fill the slot yet due to the fact that the Jail is going through
a reorganization and also due to negotiating a new Union contract. Mr. Petrosky
stated that there have been two additional Captains hired and that the Jail has
administrative supervision on all shifts now that it did not have before and that
the aspect of a Deputy Warden will be addressed soon. A brief discussion followed.
Commissioner Petrosky suggested that the Warden contact the Personnel Director
to pull the applications of the other two individuals who were interviewed the
last time for the Deputy Warden position to see if they are still current and
possibly call them in for an interview.
Warden Poland stated that the Counselor at the Jail is doing a very good,
job.
Controller Beharry also brought to the Board's attention the matter of
Philip __Herrnberger applying for unemployment compensation. A brief discussion
was held between Miss Beharry and Warden Poland. Miss Beharry stated that if the
Board had no objection, she would follow up with the Personnel Director on fight-
ing this claim. There was no objection from the Board.
BILLS:
Controller Beharry presented to the Board for their consideration and
approval the bills for the month of September, 1984, in the amount of $21,489.94.
Miss Beharry briefly discussed a few of the bills which were related to the Jail`
fire. Moved by Mr. Petrosky, seconded by Mr. Littleton, approving the payment
of the bills as per above. Motion carried unanimously by the Board signfying
their approval by stating "Aye".

Controller Beharry noted the receipt of the Bureau of Corrections Report
dated 9-27-84
(second inspection) and asked the Board members to review the report before next
month's ,meeting .
Miss Beharry commented that Mr. Lignelli, Director of Administration, ad-
vised her that all the guards` (who were injured during the fire) hospital bills
and doctor bills have been paid through workmen's compensation. She noted that
the bills that have not been paid yet are for the prisoners as the County is in
negotiations with the insurance company as to whether or not the County's policy
covers physical damage to inmates in the fire.
Warden Poland reported to the Board on the change of ammunition used at the -
Jail as a result of the discussion at the last Prison Board meeting.
There being no further business, Seert-.ary Beharry declared the meeting
adjourned at approximately 12:05 a.m.
