HomeMy WebLinkAboutCOMM - Meeting Minutes - 10-P - 11-14-1984 - PRISON BOARD193 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA 'Minute No. 10-P Washington County Prison Board Washington, PA, November 14, 1984 The Washington County Prison Board met in the Commissioners' Conference Room at approximately 11:40 a.m. with the following members being present: Commissioners Mascara, Petrosky and Paluso; Controller Beharry; Ferdal Littleton, ;Chief Deputy Sheriff; and District Attorney Pettit. Absent being: Judge Gilmore. Also being present: Chief Clerk Dallatore; Administrative Assistant Davis; Lou Lignelli, Director of Administration; Warden Poland; Linda Hands, Clerk -Steno II; and Natalie Moore, Herald -Standard. Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 9-P, each member having re- ceived a copy. Moved by Miss Beharry, seconded by Mr. Littleton, that Minute No. 9-P be approved as read. Motion carried unanimously by the Board signifying their approval by stating "Aye". WARDEN'S REPORT: Warden Poland reported to the Board the following information: Sentenced prisoners Male 49 Female 7 Unsentenced prisoners Male 42 Female 6 Federal Holdovers Male 12 Female 1 Allegheny County Male 0 Female 2 TOTAL PRISONERS Male 103 Female 16 119 TOTAL (Work Release - Males 9 and Females 3) Income from other units for maintenance of prisoners for the month of October, 1984: $13,257.75 Total Room and Board for weekend and Work Release prisoners for the month of October, 1984: $ 1,230.00 Doctor saw 49 men and 10 women the month of October, 1984. Warden Poland advised the Board that Doctor Davis is resigning as the physician at the Jail effective November 29th. He stated that they are in the process of finding a replacement and have two prospective candidates. Chairman Mascara requested that Mr. Poland keep the Board posted on this matter. Warden Poland noted that he has not heard anything yet concerning former Deputy Warden Herrenberger's hearing on his unemployment compensation. 194 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Concerning the free surplus food from the Pennsylvania Department of Agriculture, Warden Poland stated that they have received one order so far. Mr. Poland made note of a memo that he sent to Mr. King, Director of Property and Supplies, regarding.laundry detergent presently used at the Jail which is not doing the job. A discussion was held on this matter. Mr. Littleton' suggested going piggy -back and purchasing with the State Prison system for this particular item. Commissioner Paluso suggested that a sample of the detergent be obtained from the State. Lou Lignelli, Director of Administration, made a few comments regarding the laundry detergent and stated that he would also check with< the Health Center to see if this detergent is working out satisfactorily� there, Warden Poland reported to the Board on the matter of the female (Shirley Alderson) who tried to escape from the Jail. He noted that she has been charged i with escape and that the Washington City Police are handling the case. Regarding the new furnace, at the Jail, Mr. Poland stated that it is near,, completion. Mr. Poland also stated that this will eliminate some of the kerosun heaters. BILLS: Controller Beharry presented to the Board for their consideration and approval the bills for the month of October, 1984, in the amount of $22,731.30. Miss Beharry made note of a $4,255.00 payment to the Greene County Jail for in- mate James Yater who spent 230 days there at $18.50 per day. Discussion was held' on the status of this inmate and also on inmates Harold Jacobs and Robert Geletei concerning an attempted jail break. Moved by Mr. Petrosky, seconded by Miss Beharry, approving the payment of, F the bills for October, 1984. Motion carried unanimously by the Board signfying their approval by stating "Aye". She noted that she has been advised by Mr. Lignelli that the County has been reimbursed by the insurance company for the injured inmates. 195 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Miss Beharry made some comments concerning the verification of medical assistance of the inmates. She noted that the amount of the September bill to 'Washington Hospital should be reduced by $2,620.20 due to the fact that it was .discovered that inmates M. S. Lowther ($77.00) and R. Medofer ($2,543.20) were covered by Medical Assistance. Therefore, the total amount of the September billo was adjusted to $18,869.74. She also noted that the Jail has again agreed to check prisoners for medical assistance when they are admitted. A brief discussion was held on the matter of work release prisoners and the procedure for non-payment of their bills. The Board was in agreement that the Warden should discuss this matter with the Courts. Chairman Mascara noted the receipt of a letter from the Pennsylvania Bureau of Correction regarding Access to County Prison and Jail Inspection Reports, He requested that this letter be a part of the minutes (see attachment). District Attorney Pettit brought to the Warden's attention the matter of the inmates (housed in the Old Sheriff's Office) hanging out the windows on Cherry Way and verbally assaulting female passersby. Some discussion followed. Warden Poland stated that he would try to have this problem corrected.
