'Minute No. 2-P-85
Washington County Prison Board
Washington, Pa., February 13, 1985
The Washington County Prison Board met for its monthly meeting in the
Commissioners' Conference Room at approximately 11:30 a.m. with the following
members being present: Judge Gilmore; Commissioners Mascara and Petrosky; Dis-
trict Attorney Pettit; Deputy Controller Metcalfe; and Sheriff Fazzojai. Absent
being: Commissioner Paluso. Also being present: Chief Clerk Dallatore; Warden
Poland; Linda Hands, Clerk -Steno II; Administrative Assistant Davis; Executive
Assistant DuJordan; Byron Smialek, Observer -Reporter and Natalie Moore, Herald -
Standard.
Chairman Pettit called the meeting to order and asked if there were
any corrections, additions or omissions to Minute No. 1-P-85, each member having'
received a copy. Moved by Mr. Mascara, seconded by Mr. Fazzoni, that Minute
No. 1-P-85 be approved as read. Motion carried unanimously by the Board signify-
ing their approval by stating "Aye".
WARDEN'S REPORT:
Warden Poland reported to the Board the following information:

Warden Poland requested the Board's approval to initiate a law library
program at the Jail which is required by the Federal Standards for Corrections.
He advised the Board that approximately $600 would cover the initial costs and

`$150 a year would be required for the maintenance and updating of the books. He
noted that presently the inmates borrow books from the Law Library in the Court

house and the books get somewhat abused. A brief discussion followed.
Moved by Mr. Mascara, seconded by Judge Gilmore, authorizing the Warden
to initiate a law library program at the Jail. Motion carried unanimously by they
Board signifying their approval by stating "Aye".
Warden Poland brought to the Board's attention the matter of the dentist
at the Jail, Dr. Green, who is not getting his checks on a timely basis. Dis-
cussion was held on this matter. The Board agreed that Dr. Green should submit
invoices to the Warden for approval who would then forward them to the Controller;
for payment.
BILLS:
Deputy Controller Metcalfe presented to the Board for their consideration
and approval the bills in the amount of $18,841.89 for the month
of January, 1985'.
Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the payment of the bills
for January, 1985. Motion carried unanimously by the Board signifying their
approval by stating "Aye".
