HomeMy WebLinkAboutCOMM - Meeting Minutes - 7-P-85 - 7-24-1985 - PRISON BOARD209 1 1 1 MINUTE BOOK PRISON BOARD WASH INGTON COUNTY, PENNSYLVANIA ,Minute No. 7-P-85 Washington County Prison Board Washington, Pa., July 24, 1985 The Washington County Prison Board met for its monthly meeting in the Commissioners' Conference Room at approximately 11:40 a.m. with the following members being present: Commissioners Mascara and Petrosky, District Attorney Pettit, Deputy Sheriff Littleton, Deputy Controller Metcalfe. Absent being: Judge Gilmore and Commissioner Paluso, who was out of town. Also being present: Executive Assistant DuJordan; Warden Poland; Linda Hands, Clerk -Steno II; and Bryon Smialek, Observer -Reporter. Chairman Pettit called the meeting to order and asked if there were any corrections, additions or omissions to Minute No, 6-P--85, each member having re- ceived a copy. Moved by Mr, Mascara, seconded by Mr. Petrosky, that Minute No. 6-P-85 be approved as written. their approval by stating "Aye". WARDEN'S REPORT: Motion carried unanimously by the Board signifying Warden Poland reported to the Board the following information: Income from other units for the maintenance of prisoners - June, 1985: U. S. Marshal $ 8,029.50 Allegheny County $ 1,843.25 Westmoreland County $ 1,792.75 Greene County $ 595.00 Fayette County $ 12.25 Immigration $ 1,540.25 TOTAL $13,813.00 Total Work Release and Weekender's Room and Board for June, 1985: BILLED PAID BALANCE Weekenders $670.00 $320.00 $350.00 Work Release $555.100 $355.00 $200.00 Status of Prisoners confined at the end of June, 1985: Sentenced Unsentenced Federal Holdovers Greene County Westmoreland County Fayette County Mercer County TOTAL MALES 27 49 11 2 0 1 1 91 FEMALES 1 2 0 1 2 0 0 6 TOTAL 28 51 11 3 2 1 1 97 Number of work release 10 0 10 Inmates seeing the doctor for the month of June, 1985: Males 68 Females 4 Chairman Pettit brought to the Board's attention the receipt of a letter from the Pennsylvania Bureau of Corrections regarding the inspection at the Jail. A brief discussion followed on this matter. It was noted that this matter would be discussed at the next Prison Board Meeting. 210 M I N U T E PRISON BOARD •wo:ia N4NtNNW • 0 8 0 0 K WASHINGTON COUNTY, PENNSYLVANIA BILLS: Deputy Controller Metcalfe presented to the Board for their consideration and approval the bills for the month of June, 1985, in the amount of $28,431.43. Moved. by Mr. Petrosky, seconded by Mr. Mascara, approving the payment of the bills for June, 1985. Motion carried unanimously by the Board signifying their approval byl stating "Aye". Mr. M6Dcalfe informed the Board of a request from the Warden for reimbursement for his clothes that were ruined during an altercation with an inmate (R. Tarpley). He noted that the County willreimburse the Warden up to a maximum of $60.00. He stated that if the Warden submits an invoice to the Controller's Office, it could' be paid with next month's bills. Moved by Mr. Mascara, seconded by Mr. Petrosky, approving the reimbursement of $60.00 maximum to the Warden as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". OTHER BUSINESS: Commissioner Petrosky brought iup the matter of the Prison Board adopting some type of policy whereby prisoners get time off for good behavior. He noted that a few counties in the state of Pennsylvania (more particularly, Montgomery and Chester) have adopted "good time" policies. He noted two purposes of such a policy are: (1) it lessens the population at the Jail by providing flexibility in terms of turnover of the prisoners; and (2) it is a significant determent re- lative to behavioral problems in prisons. He stated that developing such a policy would need a combined effort on the part of the Courts, Sheriff's Office and Pri- son Board. Discussion followed. Chairman Pettit stated that he felt it was an excellent idea and suggested that it be pursued with a committee consisting of Commissioner Petrosky, the Dis- trict Attorney and a member of the Courts, who would then report their findings and recommendations back to the Prison Board. More discussion followed. It was (noted that the only thing the Prison Board could do would be to make a recommend- ation; the final decision would have to be made by the sentencing Judge. More discussion followed. Commissioner Petrosky also suggested that the Warden be in- cluded as a member of the committee since he is directly involved. Moved by Mr. Petrosky, seconded by Mr. Littleton, to form a committee consisting of Commis- sioner Petrosky, the District Attorney, a member of the Courts and the Warden, to study the matter of a good time policy for prisoners at the Washington County Jail' as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden Poland commented to the Board that he is very satisfied with the new telephone system at the Jail. Moved by Mr. Petrosky, seconded by Mr. Mascara, that the meeting adjourn. Motion carried unanimously by the Board signifying their approval by stating "Aye".
