HomeMy WebLinkAboutCOMM - Meeting Minutes - 8-P-85 - 8-14-1985 - PRISON BOARD212 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 8-P-85 Washington County Prison Board Washington, Pa., August 14, 1985 The Washington County Prison Board met for its monthly meeting in the Commissioners' Conference Room: at approximately 10:40 a.m. with the following mem- bers being present: Judge Gilmore, Commissioners Mascara, Petrosky and Paluso, District Attorney Pettit; Controller Beharry; and Sheriff Fazzoni. Also being present: Chief Deputy Sheriff Littleton; Warden. Poland; Linda Hands, Clerk -Steno II; and Bryon Smialek, Observer -Reporter. Chairman Pettit called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 7-P-85, each member having re - ceived a copy. Moved by Mr. Mascara, seconded by Mr. Fazzoni, that Minute No. 7-P-85 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "'Aye". WARDEN'S REPORT: Warden Poland reported to the Board the following information: Income from other units for the maintenance of prisoners for July--.- U. S. Immigration & Naturalization Service $ 454.50 Greene County $1,085.00 Westmoreland County $2,954.25 Fayette County $ 782.75 Allegheny County $ 530.25 U. S Marshalls $9,645.50 TOTAL $15,452.25 Total Work Release and Weekenders Room and Board for .:Tuly. Males 60 Females 11 Warden Poland brought to the Board's attention the matter of an inmate (David Post) who fell off the fence at the Jail during recreation time while trying to retrieve a handball. Warden Poland stated that the inmate had been in both 1 213 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA 8 � ¢Washington Hospital and Allegheny General Hospital and is now back at the Jail. He pointed out that doctors at both hospitals as well as the doctors at the Jail have found nothing wrong with him, either physically or psychologically, but yet he lays at the Jail saying that he can't move his legs, Warden Poland stated that the deputies at the hospital as well as the guards at the Jail have observed him moving his legs during his sleep, A lengthy discussion followed relative to (1) whether or not any special care should be provided to the inmate since the doctors have not found anything medically wrong with him; and (2) a manner in which to release him from the Jail, Judge Gilmore suggested that since he is a State parolee, the State be contacted about the possibility of lifting the detain- er and putting him on a recognizance bond. CONTROLLER'S REPORT: Controller Beharry presented to the Board for their consideration and approval the bills for the month of July in the amount of $28,223.38. Miss Beharry noted a payment to Washington Hospital in the amount of $1,737,95 which was made in response to correspondence from Robert Freed of Washington Hospital, ; She reported to the Board that for several years the County has been trying to utilize medical assistance for prisoners who are incarcerated -at the Jail in the 'first 30 days when their cards are still supposedly active. She stated that Medicaid has refused to reimburse the hospital for these patients based upon re- gulations which read "a person is not eligible for medical assistance services provided to him if he is an inmate in a public institution except as a patient in a medical institution". She therefore noted that the Countyis required to make payment to Washington Hospital for several invoices going back to 1983, 1984 and some in 1985 which we tried to get reimbursement for under medical assistance and found we could not. She also noted a payment to Herd's Drug Store in the amount $4,949.65 for drugs for the December, 1984 to June, 1985. ;of payment of period of Miss Beharry commented that she felt the present system used by the Jail to buy drugs from Herd's Drug Store is not a very good one. She noted her office has been receiving invoices from Herd's but there is no paperwork to support those purchases. She noted that her office recently required the Jail to prepare re- quisitions and purchase orders although this is in direct violation of County °policy and her office's policy of preparing requisitions and purchase orders after the fact. Discussion followed. Commissioner Petrosky commented on whether or not the Board should consider a contract for the purchase of drugs for the Jail simi- lar to the contract at the Washington County Health Center. More discussion followed. Miss Beharry noted that her office did not receive invoices for July from the doctors at the Jail. Some discussion followed. Warden Poland was directed to check on this matter. Moved by Mr. Fazzoni, seconded by Mr. Petrosky, approving the payment of ,,the bills for the month of July , 1985. She also noted that she brought back some sample forms that this particular jail uses re- lative to the prisoners monies. Commissioner Petrosky noted that as a follow-up to the suggestion of a good- time policy for our County Jail he has obtained copies of existing policies from both Montgomery and Chester Counties and has sent copies to Judge Gilmore, John Pettit and Bob Poland as well as Stan Rockovich of Adult Probation, who are members of the committee. He stating that he hopes the Committee will be able to hold a couple of meetings before the next Prison Board meeting.
