HomeMy WebLinkAboutCOMM - Meeting Minutes - 10-P-85 - 10-9-1985 - PRISON BOARD217 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA 1 !1 1 Minute No. 10-P-85 Washington County Prison Board Washington, Pa., October 9, 1985 The Washington County Prison Board met for its monthly meeting in the Commissioners Conference Room at approximately 11:40 a.m. with the following members being present: Judge Gilmore, Commissioners Petrosky and Paluso; District Attorney Pettit; Controller Beharry; and Chief Deputy Sheriff Littleton. Absent ,being: Commissioner Mascara. Also being present: Warden Poland; Administrative ;Assist -ant Davis; Linda Hands, Clerk -Steno II; and Byron Smialek, Observer -Reporter, Chairman Pettit called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 10-P-85, each member having received a copy. Moved by Miss Beharry, seconded by Mr. Littleton, that Minute No. 9-P-85 be approved as written. Motion carried unanimously by the Board signifying their approval by stating 'Aye". WARDEN'S REPORT: Warden Poland reported to the Board the following information: Income from other units for the maintenance of prisoners for September, 1985: r3reene County $ 980.00 U. S. Marshal $10,908.00 Allegheny County Common Pleas $ 50.50 Lawrence County $ 101.00 Westmoreland County $ 1,010.00 TOTAL $13,049.50 Total Work Release and Weekenders for September, 1985: Billed Received Weekenders $ 760.00 $ 770.00 Work Release $ 650.00 $ 735.00 TOTAL $1,410.00 $1,505.00 * $415.00 was turned over to Resource & Investigations for collection. Status of prisoners confined at the end of September, 1985: Sentenced Unsentenced Federal Holdovers TOTAL Work Release MALES FEMALES TOTAL 33 6 39 59 1 60 13 1 14 105 8 113 13 3 16 Inmates seeing he doctor for the month of September, 1985: Males 74 Females 7 Warden Poland informed the Board of an incident that occurred at the Jail at approximately 12:30 a.m, this morning involving an unsentenced inmate (Kenneth' Raymond) who hung himself in his cell. Mr. Poland explained the details of the .incident and noted that it is under investigation by the Pennsylvania State Police. A discussion was held on this matter. BILLS: Controller Beharry presented to the Board for their consideration and ,,approval the bills for the month of September in the amount of $20,752.29. Miss 218 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Beharry noted that on the list of bills for the month. of September time is an invoice from Hospital Comm., Inc., in the amount of $8.50 for T.V, rental for inmate David Post, Miss Beharry stated that this amount is not included in the total amount of bills. A brief discussion followed. Commissioner Paluso stated that this cost should be added to Post's costs and restitution and collected from the inmate. Moved by Mr. Littleton, seconded by Mr. Petrosky, approving the pay- ment of the bills for the month of September, 1985. Motion carried unanimously by the Board signifying their approval by stating "Aye". Reimbursable September Medical -0- Reimbursable September Maintenance $13,049.50 TOTAL 13,049.50 Outstanding Reimbursable Medical $ 1,498.57 Outstanding Reimbursable Maintenance $16,691.31 TOTAL 18,189.88 Total Medical Outstanding Reimbursement $ 1,498,57 Total Maintenance Outstanding Reimbursement $29,740.81 TOTAL 531,239.38 Warden Poland reported to the Board that he has noticed a lot of unrest at, ,the County Jail and is afraid that there might be a breakout. Mr. Poland noted that he has utilized some overtime and changed some routines (i.e., two guards working 11:00 a.m. to 7:00 p.m. shift; jail personnel showing more force at the cafeteria lines, etc.) in order to avoid such a situation. Warden Poland noted that this problem might be lessened by the end of the month when they release a few leaders in the Jail who are scheduled for Court this month (i.e., Gallo, Wallace, Simeth, etc.). A lengthy discussion was held on this matter. It was noted that the Warden and District Attorney Pettit should work closely on this matter. OTHER BUSINESS: Miss Beharry re -presented to each Board member a copy of a memo dated March 6, 1984, which she sent to the Prison Board members and Warden Poland re- garding the collection and disbursement of wages or salaries from employed prisoners along with an opinion of County Solicitor Bassi. She again made note of her trip to the Hampshire County Jail in Massachusetts where they use this procedure. She requested the Board members to again review this material and re -consider imple- menting such a procedure.
