Washington County Prison Board
Washington, Pa., December 11, 1985
The Washington County Prison Board met for its monthly meeting in the
Washington County Jail at approximately 11:30 a.m, with the following members
being present: Commissioner Petrosky, District Attorney Pettit, Chief Deputy
Sheriff Littleton; and Deputy Controller Metcalfe. Absent being: Judge Gilmore,
'Commissioners Mascara and Paluso. Also being present: Warden Poland, Linda Hands,
Clerk -Steno II; and Byron Smialek, Observer -Reporter.
Chairman Pettit called the meeting to order and asked if there were any
corrections, additions or omissions to Minute No. 11-P-85, each member having
received a copy. Moved by Mr. Petrosky, seconded by Mr. Littleton, that Minute No.
11-P-85 be approved as written. Motion carried unanimously by the Board signifying
their approval by stating "Aye".

Warden Poland presented to the Board the following information:
Income from other units for the maintenance of prisoners for
November. 1985:
U. S, Marshal $ 9,670.75
Westmoreland County $ 909.00
Greene County $ 1,155.00
TOTAL $11,734.75
Total Work Release and Weekenders for November, 1985:
Weekenders billed $400.00 Received $255.00
Work Release billed $450.00 Received $300.00
TOTAL $850.00 $555.00
$230.00 was turned over to Resource & Investigations for
collection.

Inmates seeing the doctor for November, 1985'

Warden Poland brought to the Board"s attention the matter of the alleged
rape incident at the Jail which occurred on Friday, December 6th, and noted that
there is an on -going investigation being conducted by the State Police. Chairman
Pettit commented on this matter and noted that he was very disturbed about this

incident. He suggested thatthe matter be discussed further at either a special
or executive meeting of the Board when all members could be present, Chief Deputy
Sheriff Littleton relayed a message from Sheriff Fazzoni to the Board that he too'
was puzzled about this incident and is requesting an executive meeting of the
Prison Board to discuss this matter and other recent incidents that have occurred'
at the Jail (i.e., recent hanging, possible smoking in the Jail). Discussion
followed.
BILLS:
Deputy Controller Metcalfe presented to the Board for their consideration
and approval the bills for November, 1985, in the amount of $23,885.79. Mr. Littleton
noted the extra costs incurred at the Jail due to the AT&T shutoff ($211.04 to
Bell of Pennsylvania for a temporary phone line and $14.00 to Washington Decorating
Center for plexi-glass.) Moved by Mr. Littleton, seconded by Mr. Metcalfe,
approving the payment of the bills for November, 1985. Motion carried unanimously
by the Board signifying their approval by stating "Aye".

There being no further business, Chairman Pettit declared the meeting
