Washington County Prison Board
Washington, Pa., January 8, 1986
The Annual Reorganization and monthly meeting of the Washington County
'.Prison Board met in the Commissioners' Conference Room at approximately 11:35 a.m.
with the following members being present: Judge Gladden; Commissioners Mascara,
Petrosky and Paluso and Controller Beharry. Absent being: District Attorney
Pettit and Sheriff Fazzoni. Also being present: Warden Poland, Linda Hands,
Clerk -Steno II; Natalie Eddy, Herald -Standard; and Byron Smialek, Observer -Reporter.
Presiding Secretary Beharry called the meeting to order and asked if
there were any corrections, additions or omissions to Minute No. 12-P-85, each
member having received a copy. Moved by Mr. Petrosky, seconded by Judge Gladden,
that Minute No. 12-P-85 be approved as written. Motion carried unanimously by
the Board signifying their approval by stating "Aye".
REORGANISATION:
Presiding Secretary Beharry stated that at this time the Board would take
nominations for Chairman, Vice -Chairman and Secretary for the year 1986.
Nominations were opened by Presiding Secretary Beharry.
Mr. Petrosky moved to appoint Mr. Mascara as Chairman of the Prison Board
for 1986. Said motion was seconded by Judge Gladden. Motion was carried unani-
mously by the Board signifying their approval by stating "Aye".
(The meeting was then turned over to Chairman Mascara)
Moved by Mr. Petrosky, seconded by Miss Beharry, to appoint Mr. Paluso
as Vice -Chairman of the Prison Board for 1986. Motion was carried unanimously
by the Board signifying their approval by stating "Aye".
Moved by Mr. Petrosky, seconded by Judge Gladden, to appoint Miss Beharry
as Secretary of the Prison Board for 1986. Motion was carried unanimously by
the Board signifying their approval by stating "Aye".
Chairman Mascara entertained a motion that the meeting dates for the Prison
Board would continue to be on the second Wednesday of each month at 11:30 a.m.
Moved by Judge Gladden, seconded by Miss Beharry, that the Prison Board meetings
be held as per above. Motion carried unanimously by the Board signifying their
approval by stating "Aye".
WARDEN'S REPORT:
Warden Poland reported to the Board the following information:
Income from other units for maintenance of prisoners for

Inmates seeing the doctor for December, 1985:
74 Males 7 Females 81 Total
Warden Poland stated that he is following up on all the recommendations
and Jail procedures discussed by the Board at its executive meeting held on
December 30, 1985.
Warden Poland brought to the Board's attention an incident of a near escape
which occurred on Monday, January 6, 1986, when inmate Patrick Bryne was getting
a hair cut. Mr. Poland noted that the procedure for getting hair cuts has since
been changed.
Some discussion was held relative to the purchase of a scanning camera.
BILLS:
Controller Beharry presented to the Board for their consideration and
approval the bills for the month of December, 1985, in the amount of $14,145.46.
Moved by Mr. Petrosky, seconded by Miss Beharry, approving the payment of the
bills for the month of December. Motion carried unanimously by the Board signify-
ing their approval by stating "Aye".

There being no further business, Chairman Mascara declared the meeting
adjourned at approximately 11:45 a.m.
