HomeMy WebLinkAboutCOMM - Meeting Minutes - 2-P-86 - 2-19-1986 - PRISON BOARD225 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 2-P-86 w Washington County Commissioners Washington, Pa., February 19, 1986 The Washington County Prison Board met for its monthly meeting in the Commissioners' Conference Room at approximately 11:40 a.m. with the following members being present: Judge Gladden; Commissioners Petrosky and Paluso; Controller Beharry; District Attorney Pettit; and Deputy Sheriff Littleton. Ab- sent being: Commissioner Mascara, who was out of town. Also being present: Warden Poland; Linda Hands, Clerk -Steno II; Byron Smialek, Observer -Reporter; and Natalie Eddy, Herald -Standard. APPROVAL OF MINUTES: There being no corrections, additions or omissions to Minute No. 1-P-86, the minutes stood approved as written. WARDEN'S REPORT: Warden Poland presented to the Board the following information: Income from other units for maintenance of prisoners for January, 1986: U. S. Marshals $10,024.25 Total work release and weekenders for January, 1986: Weekenders billed $640.00 Received $285.00 Work Release billed $330.00 Received $150.00 TOTAL $970.00 $435.00 * $370.00 was turned over to Resource & Investigations for collection. Status of prisoners confined at the end of January, 1986: MALES FEMALES TOTAL Sentenced 57 4 61 Unsentenced 40 4 44 Federal Holdovers 14 0 14 TOTAL ill 8 119 Work Release 9 0 9 Inmates seeing the doctor for January, 1986: 79 Males 7 Females Warden Poland noted that the Jail is overcrowded, but there were no problems to report. Vice -Chairman Paluso questioned the Warden about the follow-up procedure used on the work release and weekender prisoners as far as what was billed, what was collected and what happens when the prisoners don't pay for room and board. Discussion followed on this matter. Judge Gladden stated that the only way he knows of prisoners not paying is if he is notified of this kind of situation. Commissioner Petrosky noted that a meeting between Resources & Investigations and the Adult Probation Office was supposed to have been held in order to make a determination in terms of the system. 226 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA OMMISMUKTANG Controller Beharry again brought up the matter of implementing a plan where- by employed work release/weekend prisoners would turn their wages/salary over to:, the Jail and the Jail, in turn, would distribute the monies appropriately. Discussion was held between Miss Beharry and Judge Gladden regarding this plan. - I U Miss Beharry noted that she plans to submit this matter to her Solicitor for his rev iew� as she contends the law (P.S. 61 §2141-2143) requires collection then disbursement by Court Order. Vice -Chairman Paluso instructed the Warden to forward to him and the Pres- ident Judge a list every Monday of weekend and work release prisoners who fail to pay or show up on Fridays as scheduled in order for the Judge to take whatever action is needed. (Commissioner Petrosky left the meeting) Judge Gladden suggested making the Jail counselor a part of Adult Probation to oversee this matter and he noted that the position could be partially funded by the State. Warden Poland noted that he would prefer having a Probation Officer as a part-time Counselor. Some discussion followed between Judge Gladden and District Attorney Pettit as to other alternatives of assignment of these prisoners' wages. More discussion was held. Judge Gladden directed Warden Poland to -,hold prisoners for non-payment. He', noted that the Court will meet and form a policy. BILLS: Controller Beharry presented to the Board for their consideration and approval the bills for January, 1986,in the amount of $15,996.72. Moved by Mr. Littleton, seconded by Mr. Paluso, approving the payment of the bills for January, 1986. Motion carried unanimously by the Board signifying their approval' by stating "Aye".
