HomeMy WebLinkAboutCOMM - Meeting Minutes - 5-P-86 - 5-21-1986 - PRISON BOARDMINUTE 233 I� 1 PRISON BOARD s Minute No. 5-P-86 B❑❑K WASHINGTON COUNTY, PENNSYLVANIA Washington County Prison Board Washington, Pa., May 21, 1986 The Washington County Prison Board met for its monthly meeting in the Commissioners' Conference Room at approximately 11:30 a.m. with the following rs being present: Judge Gilmore; Commissioners Mascara, Petrosk_y and Paluso; ontroller Beharry; Sheriff Fazzoni and District Attorney Pettit. Also being resent: Warden Poland; Linda Hands, Clerk -Steno II; and a representative from he Observer -Reporter. Chairman Mascara called the meeting to order and asked if there were any orrections, additions or omissions to Minute No. 4-P-86, each member having re- ceived a copy. Moved by Mr. Fazzoni, seconded by Mr. Petrosky, that Minute No. 4-P-86 be approved as written. Motion carried unanimously by the Board signifying; their approval by stating "Aye". WARDEN'S REPORT: Warden Poland reported to the Board the following information: Income from other units for the maintenance of prisoners for April: U. S. Marshals $6,590.25 Greene County $ 70.00 TOTAL $6,650.25 Total Work Release and Weekenders for April: Weekenders billed $ 380.00 Received Work Release billed $ 900.00 TOTAL $1,280.00 * $25.00 was turned over to R & I for collection. (for a work release prisoner who was paroled) Status of prisoners confined at the end of April: MALES FEMALES Sentenced prisoners 58 2 Unsentenced prisoners 49 4 Federal Holdovers 6 1 TOTAL 113 7 Work Release 14 Inmates seeing the doctor 67 Males 2 Females 0 $ 410.00 $ 810.00 $1,220.00 TOTAL 60 53 7 120 14 Warden Poland brought to the Board's attention the matter of Dr. Green dis- continuing his services as the dentist at the Jail. Mr. Poland stated that Dr. Green stated in a phone conversation that the reason for his discontinuing his services was due to "untimely payments". Mr. Poland pointed out that Dr. Green stated that he would consider doing business with the Jail under a contract as opposed to the present arrangement. Some discussion followed on this matter. Miss Beharry stated that Dr. Green's invoices are paid on a timely basis. BILLS: Controller Beharry presented to the Board for their consideration and approval the bills for the month of April in the amount of $16,279.61. Moved by Mr. Fazzoni, 234 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA RA=IK ►RM TINS R OONORA. ►A. seconded by Mr. retrosky, approving the bills for April. Motion carried unanimousay by the Board signifying their approval by stating "Aye". OUTSTANDING REIMBURSEMENTS Reimbursable April Medical -0- Reimbursable April Maintenance $ 6,650.2'5' TOTAL $ 6,650.25' Outstanding Reimbursable Me�.ical $ 1,498.57 Outstanding Reimbursable Maintenance $ 7,424.56 TOTAL $ 8,923.13 Total Medical Outstanding Reimbursement $ 1,498.57 Total Maintenance Outstanding Reimbursement $14,074.81 TOTAL $15,573.38 OTHER BUSINESS: Chairman Mascara brought up the surcharge matter relative to collection and disbursement of prisoners' wages. He made reference to a study done by Judge Gladden and Mary L. Drewitz, Court Administrator, relative to how other counties (Allegheny, Mercer, Westmoreland, Fayette, Cumberland, Cambria, Beaver and Lackawanna) handle this program and the costs involved. Discussion followed. Miss Beharry stated she felt that if we had an effective work release program and a good room and board rate at the Jail that the program would pay for itself. More discussion followed. Chairman Mascara also brought up the matter of the Governor's Proclamation dated April 8th regarding the closing of the Greensburg Correctional Facility. Discussion followed. District Attorney Pettit reported to the Board that his office has temporarily relieved the financial problem with inmate Henry Brown by returning him to our Jail from the Greene County Jail. Some discussion followed.
