Washington County Prison Board
Washington, Pa., September 10, 1986
The Washington County Prison Board met for its monthly meeting at the.
Washington County Jail, Washington, Pa., with the following members being present:''
Commissioners Mascara and Paluso; Controller Beharry and Deputy Sheriff Littleton..
Absent being: Judge Gilmore; Commissioner Petrosky, who was ill; and District
Attorney Pettit. Also being present: Warden Poland; Linda Young, Clerk -Steno II;'i,
Jeff Hoch, Observer -Reporter.
Chairman Mascara called the meeting to order at approximately 12:00 and
asked if there were any corrections, additions or omissions to Minute No. 7-P-86
each member having received a copy. Moved by Miss Beharry, seconded by Mr. Littl-
ton that Minute No. 7-P-86 be approved as written.
Roll call vote taken:
Mr.Littleton - Yes; Miss Beharry - Yes;
Mr. Paluso - Yes; Mr. Mascara - Yes.
Motion carried unanimously.

Bills:
Controller Beharry presented to the Board for their consideration and
approval the bills for the month of August, 1986, in the amount of $19,086.17.
Moved by Miss Beharry, seconded by Mr. Littleton, approving the payment of the
bills for August.

Mr. Paluso - Yes; Mr. Mascara - Yes.
Motion carried unanimously.

Controller Beharry noted that Commissioner Petrosky had questioned

the status of invoices from Marshall Elevator. She explained that the March
invoice (paid on May 22, 1986) came in during the period of time when the matter
Of the "Accounts Payable C1er.k,Working Supervisor" position was being resolved.
The April payment (paid on June 12, 1986) was late because the invoice was in-
complete and had to be sent back. She stated that other than those instances,
the payments have been timely to Marshall Elevator. Some discussion followed.
Controller Beharry brought up the matter of unpaid invoices submitted by
Dr. Benton for visits by inmate H. Abbott who was seeing Dr. Benton prior to his '
admittance to the Jail. She explained that this inmate was a work release pri-
soner and that no one ordered that he be under Dr. Benton's care. Some discussion
followed. The Board members agreed that the County was not responsible for pay-
ment of these invoices.
Controller Beharry also reported that another inmate (C. Hott) was re-
leased by Order of Judge Gilmore on the 26th of June in order to receive treat-
ment at the psychiatric unit at the Mon Valley Hospital. Subsequently, the
Mon Valley Hospital has submitted to the County invoices totaling approximately
$6,600 for costs that medical assistance won't cover. Discussion followed. The
Board members felt that the County is not responsible for payment. The Board
directed that a letter be written to the Mon Valley Hospital notifying them of
the date of his release from the Jail and to also include a copy of the Court
Order.
Controller Beharry noted for the record that in reference to discussion
held at the June meeting (see pp. 236-237) relative to advanced expenses for the
Sheriff's Office for transporting of prisoners, she and Attorney Carroll have
agreed to continue to comply with the Court ordered direction to advance monies
to the Sheriff pending resolution of all the surcharge issues relating to the
Sheriff. Discussion followed.
There being no further business, Chairman Mascara declared the meeting
adjourned at approximately 12:10 p.m.
