HomeMy WebLinkAboutCOMM - Meeting Minutes - 9-P-86 - 10-8-1986 - PRISON BOARD243 M I N U T E B❑❑K WASHINGTON COUNTY, PENNSYLVANIA Washington County Prison Board Washington, Pa., October 8, 1986 The Washington County Prison Board met for its monthly meeting in the Commissioners' Conference Room, Courthouse Square, Washington, Pa., at approximately 11:30 a.m. with the following members being present: Judge Gilmore; Commissioner Paluso; Deputy Controller Braden; District Attorney Pettit; and Chief Deputy Sheriff Littleton. Absent being: Commissioners Mascara and Petrosky. Also being present: Warden Poland and Linda Young, Clerk -Steno II. Vice -Chairman Paluso called the meeting to order and'.noted that approval of No. 8-P-86 would be held in abeyance unitl we receive them from the Secretary. WARDEN'S REPORT: Warden Poland presented to the Board the following information: Income from other units for maintenance of prisoners for September: Greene County $525.00 Westmoreland County $101.00 U. S. Navy $ 75.75 TOTAL $701.75 Total Work Release and Weekenders for September: Weekenders billed $ 535.00 Received $ 495.00 Work Release billed $ 705.00 Received $ 595.00 TOTAL $1,240.00 $1,090.00 $30.00 was turned over to R & I for collection. Warden Poland noted that the difference of $150 consists of $30.00 which was turned over to R & I; $90.00 which was collected since this report was pre- pared and $30.00 which was for an inmate who was put back in the big jail. Status of prisoners for September: MALES FEMALES TOTAL Sentenced 58 4 62 Unsentenced 61 3 64 TOTAL 119 7 126 Work Release 18 1 19 Inmates seeinq the doctor: Males 64 Females 5 Other Business: Vice -Chairman Paluso mentioned to Judge Gilmore his concern with the un- sentenced prisoners and suggested that Judge Gilmore relay this concern to the Judges to see if there's anything they can do to help move these prisoners in order to alleviate the over -crowding at the Jail. A brief discussion followed. Warden Poland brought to the Board's attention a matter at the Jail relative to stress among his staff. He stated that a couple of employees are experiencing; ,personal problems and stress. He questioned whether there was any procedure where- by these employees could be checked by a doctor or psychiatrist. Discussion followed. Commissioner Paluso suggested that the Warden contact Ron Barshick, MH/MR Administrator, to see if he had any recommendations. The Board also dis- cussed the possibility of temporarily transferring these jail guards to other 244 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA positions in the County (i.e., Sheritt's Ottice, etc.) in order to give them a j break from the jail environment. It was also suggested that the Sheriff's Deputies be trained as Jail Guards in order to be interchangeable should the need arise. (District Attorney Pettit entered the meeting) Warden Poland questioned whether or not there has been any action taken re- lative to the Counselor position at the Jail. Mr. Paluso stated that no action has been taken and directed the Warden to contact the Personnel Director to re- view the applications for this position. BILLS: Deputy Controller Braden presented to the Board for their consideration and approval the bills for Sept- 1986, in the amount of $12,243.56. _Mr. Paluso< questioned Mr. Braden if it would be possible to get a quarterly report showing income from other jails and/or other sources and what we paid to other jails and/or other sources. Mr. Braden stated that it would not be a problem. OUTSTANDING REIMBURSEMENTS Reimbursable September Medical -0- Reimbursable September Maintenance $ 701.75 TOTAL $ 701.75 Outstanding Reimbursable Medical $1,021.18 Outstanding Reimbursable Maintenance * $1,851.25 TOTAL $2,872.43 Total Medical Outstanding Reimbursement $1,021.18 Total Maintenance Outstanding Reimbursement $2,553.00 TOTAL $3,574.18 *Adjustment made for incorrect billing in August. (Deputy Controller Braden explained that we billed Westmoreland County; Jail for 21 days when it should have been 14 days.). ;(Sheriff Fazzoni entered the meeting) Discussion followed on the matter of medical services and drugs provided to inmates and what can be done to avoid the large number of inmates seeking medical attention. Warden Poland noted that the jail personnel does everything possible, but you just can't refuse medical treatment because if something does happen, then there could be trouble. Warden Poland stated that he reviews each situation before he sends them to the hospital and a lot of times prevents them from going to the hospital by calling a doctor and getting some advice. Warden Poland noted that the water bill has been going up the last three months. he stated that the plumber is at the Jail today checking to see if there' are any leaks. A brief discussion followed. Moved by Judge Gilmore, seconded by Mr. Littleton, approving the payment of the bills for Sept._, 1986. Motion carried unanimously by the Board signifying their approval by stating "Aye".
