Minute No. 10-P-86
Washington County Prison Board
Washington, Pa., November 12, 1986
The Washington County Prison Board met for its monthly meeting in the
Commissioners Conference Room, Courthouse Square, Washington, Pennsylvania, at
approximately 11:35 a.m. with the following members being present: Judge Gilmore,,
Commissioners Mascara and Paluso; Controller Beharry; Deputy Sheriff Littleton;
District Attorney Pettit. Absent being: Commissioner Petrosky. Also being
(who has been ill)
present: Warden Poland; Linda Young, Clerk -Steno II; Natalie Eddy, Herald -Standard;
Jeff Hoch, Observer -Reporter.
Chairman Mascara called the meeting to order and asked if there were any
corrections, additions or omissions to Minute Nos. 8-P-86 and 9-P-86, each
member having received copies.
Mr. Littleton noted a correction to Minute No. 8-P-86 with reference to
an inmate's name (Page 241); the minutes should read C. Haught (not C. Hott).
Miss Beharry noted that on Minute No. 9-P-86 Mr. Paluso requested a
quarterly report showing income. She stated that a monthly report showing income
along with the bills and any other expenses paid to other counties is already
monthly -
being provided to the Board Some discussion followed between Miss Beharry and
Mr. Paluso.
Miss Beharry also noted that on p. 244 of Minute No. 9-P-86 relative to
the Outstanding Reimbursements, the minutes should reflect that the "Jail" bills?
other counties and not the Controller's Office.
Moved by Mr. Littleton, seconded by Miss Beharry, approving Minute Nos.
8-P-86 and 9-P-86 with the above -mentioned corrections/additions. Motion carried
unanimously by the Board signifying their approval by stating "Aye".
WARDEN'S REPORT:
Warden Poland presented to the Board the following information:

Report. Motion carried unanimously by the Board signifying their approval by s,
stating "Aye".
Bills:
Controller Beharry presented to the Board for their consideration and approval
the bills for October, 1986, in the amount of $27,210.51. Moved by Judge Gilmore,;:
seconded by Mr. Littleton, approving the payment of the bills as per above.
Motion carried unanimously by the Board signifying their approval by stating

Judge Gilmore explained that relative to inmate Charles Haught, the
Board was accurate in taking the position of non -responsibility concerning
hospital expenses for this inmate as it was never intended for the County to
pay these expenses. He noted that the inmate's family is responsible for his
hospital costs. He stated that the only thing he insisted was that the Sheriff
!provide the transportation. Some discussion followed.
Other Business:
Warden Poland noted that an investigation is still continuing relative
to the alleged rape which occurred at the Jail on November 4, 1986. Some dis-
cussion followed.
There being no further business, Chairman Mascara declared the meeting
adjourned at approximately 11:50 a.m.
