Minute No. 11-P-86
Washington County Prison Board
Washington, Pa., December 17, 1986
The Washington County Prison Board met for its monthly meeting at the
;Washington County Jail, Washington, Pa., with the following members being pre-
sent: Judge Gilmore; Commissioners Mascara and Paluso; Controller Beharry; and
Chief Deputy Sheriff Littleton. Absent being:
Attorney Pettit.
Steno II.
Commissioner Petrosky and District
Also being present: Warden Poland and Linda Young, Clerk
Chairman Mascara called the meeting to order at approximately 11:50 a.m.
and asked if there were any corrections, additions or omissions to Minute No.
10-P-86, each member having received a copy. Moved by Judge Gilmore, seconded
by Miss Beharry, that Minute No. 10-P-86 be approved as written. Motion carried
unanimously by the Board signifying their approval by stating "Aye".
Warden's Report
Warden Poland presented to the Board the following information:
Income from other units for maintenance of prisoners for November:
U. S. Marshals $404.00
Interstate Air Inc. $ 75.75 (transportation of prisoners from state to

Total Work Release and Weekenders for November:
Weekenders billed $ 630.00 Received $ 639.00

Controller Beharry presented to the Board for their consideration and
approval the bills for November, 1986, in the amount of $13,457.43. Moved by
Judge Gilmore, seconded by Mr. Littleton, approving the payment of the bills for
November. Motion carried unanimously by the Board signifying their approval by
,stating "Aye".

Warden Poland brought the Board up to date on the alleged rape at the Jail
and reported that the results of the rape test came back negative and the hospital
report also came back negative. Warden Poland stated that the State Police are
going to prepare a press release to that effect.
Mr. Poland also reported that the City Health Inspector was in the Jail
and she suggested that something be done with the conrote -floors of -the Jail's two storerooms.
She also suggested replacing the upright residential freezer with a commercial
one. Discussion was held. There was some question as to whether a city health
inspector has any authority/jurisdiction over the County Jail or if the State
Inspector has the authority/jurisdiction. More discusssion was held. Chairman
Mascara suggested that the Board go ahead and purchase a good commercial freezer
for the Jail to hold the capacity that is needed.
There being no further business, Chairman Mascara declared the meeting
adjourned at approximately 12:00 Noon.
