PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA
Minute No. 1-
Washington County Prison Board.
Washington, Pa., January 28, 1987
The annual reorganization and monthly meeting of the Washington County
Prison Board was held in the Commissioners' Conference Room at approximately
11:40 a.m. with the following members being present: Judge Gilmore; Commissioners
Mascara, Petrosky and Paluso; Controller Beharry and Chief Deputy Sheriff_ Little-
ton. Absent being: District Attorney Pettit. Also being present: Warden
Poland; Linda Young, Clerk -Steno II; and Byron Smialek, Observer -Reporter.
Reorganization:
Presiding Chairman Mascara stated that at this timethe Board would take
nominations for Chairman, Vice -Chairman and Secretary for the year 1987.
Nominations were opened by Presiding Chairman Mascara.
Mr. Littleton nominated Commissioner Petrosky as Chairman of the Prison
Board for 1987. There were no other nominations. The nomination was approved
unanimously by the Board signifying their approval by stating "Aye".
Commissioner Petrosky nominated Commissioner Mascara as Vice -Chairman of
the Prison Board for 1987. There were no other nominations. The nomination was
approved unanimously by the Board signifying their approval by stating "Aye11
Commissioner Petrosky nominated Commissioner Paluso as Secretary of the
Prison Board for 1987. There were no other nominations. The nomination was
approved unanimously bythe Board signifying their approval by stating '°Aye".
Presiding Chairman Mascara recommended that the dates for the Prison Board
continue to be on the second Wednesday of each month at 11:30 a.m. The re-
commendation was approved by the Board signifying their approval by stating "Aye".
Approval of Minutes:
Moved by Commissioner Mascara, seconded by Miss Beharry, to approve the
minutes of the last meeting, Minute No. 11-P-86. Motion carried unanimously by
the Board signifying their approval by stating "Aye".
Warden's Report:
Warden Poland presented to the Board the following information:
Income from other units for maintenance of prisoners for December:
$0
*Warden Poland noted that there was no income from other units for
maintenance of prisoners because all the prisoners are ours. There's
no room to house other prisoners.
Work release and Weekenders .for December:
Work release billed $420.00 Received $441.00
Weekenders billed $504.00 Received $510.00
TOTAL $924.00 $951.00
$55.00 was turned over to R & I for collection.
(Some discussion was held between Controller Beharry and Warden Poland)

Commissioner Paluso questioned whether the dentist (Dr. Allison) who donated
the chair would consider coming over to the Jail to render his services rather
than transporting prisoners to his office. Commissioner Paluso noted that it
would be a good idea to consider as well as a savings. Discussion followed on
this matter. The Board instructed the Warden to investigate this matter further.
Warden Poland brought to the Board's attention the matter of the commercial
freezer at the Jail and stated that he received some proposals and noted that
some of them are high (approximately $6,000.00, installation included). The Board
agreed that this item would have to be bid; therefore, the Warden was instructed
to prepare specifications. Some discussion was held.

Bills:
Controller Beharry presented to the Board for their consideration and
approval the bills for December, 1986, in the amount of $13,901.79. Moved by
Mr. Littleton, seconded by Commissioner Mascara, approving the payment of the bills
ifor the month of December, 1986. Motion carried unanimously by the Board
signifying their approval by stating "Aye".

Commissioner Mascara questioned Judge Gilmore on the possibility of in-
carcerating first time drunken drivers. Judge Gilmore stated that he was not
aware of anything to that effect. A discussion was held on this matter and the
effects it could have with regards to Jail over -crowding.
There being no further business, Chairman Petrosky declared the meeting
adjourned at approximately Noon.
