Minute No. 3-P-87 Washington County Prison Board Washington, Pa., March 11, 1987 The Washington County Prison Board met for its monthly meeting at the Washington County Jail, Washington, Pennsylvania, at approximately 11:40 a.m. with the following members being present: Judge Gilmore; Commissioners Petrosky and Paluso; District Attorney Pettit; Sheriff Fazzoni; and Controller Beharry. Ab- sent being: Commissioner Mascara. Also being present: Warden Poland; Linda Young, Clerk -Steno II; Natalie Eddy, Herald -Standard; and Byron Smialek, Observer - Reporter. Chiarman Petrosky called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 2-P-87, each member having re- ceived a copy. Moved by Miss Beharry, seconded by Mr. Fazzoni, that Minute No. 2-P-87 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". WARDEN'S REPORT: Warden Poland presented to the Board the following information: Income from other units for maintenance of prisoners: Extradition Corp. $ 202.00 Greene County $ 980.00 TOTAL $1,182.00 Total Work Release and Weekenders: Weekenders billed $ 520.00 Received Work Release billed $ 645.00 TOTAL $1,165.00 $ 627.00 $ 640.00 $1,267.00 $61.00 was turned over for collection to Resources and Investigations. $50.00 was received from Resources and Investigations for restitution. Status of prisoners at the end of February, 1987: Males Females Total Sentenced prisoners 63 1 64 Unsentenced prisoners 57 8 65 Greene County 0 1 1 TOTAL 120 10 130 Work Release prisoners: 11 0 11 Inmates seeing the doctor: 57 9 66 Sheriffs transported: a total of 9 inmates for the month Warden Poland discussed with the Board the overcrowding conditions at the Jail. Warden Poland stated that they have put 10 prisoners in the chow hall and are planning to put approximately 10-16 in the weight room on cots, etc. A discussion was held on the overcrowding at the Jail and what could possibly be `d-one to alleviate this problem. Warden Poland noted that he has discussed with Kathy Emery of the Solicitor's Office the matter of obtaining a Court Order similar to one in Allegheny County directing that they do not have to take state IV 1 1 parole violators. 255 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Chairman Petrosky Board trom the Department advised the of correspondence r'of Corrections relative to a program that the Department has been funding over th$ E past few years. The program is designed to set up a "halfway house" for defendants who are convicted of drunk driving charges and the State has been giving money to some counties for this purpose. Mr. Petrosky noted that one of the Commissioners' assistants was directed to travel to Harrisburg to determine whether or not we had enough time to submit an application under this program. The assistant reported back that there is a good possibility that we could get funding for this year. Discussion followed. Miss Beharry stated that this program is known as the "Alternative Housing Pro - ,gram". She noted correspondence dated February 27, 1987, from the Pennsylvania Commission on Crime and Delinquency relative to funding for this program. Chair- man Petrosky requested Miss Beharry to provide the Board members with a copy of this correspondence. Controller Beharry questioned Warden Poland on the status of the freezer. Warden Poland noted that it has been ordered and stated that the cost was under the $4,000 bid requirement. BILLS: Controller Beharry presented to the Board for their consideration and approval the bills for February, 1987, in the amount of $12,678.17. A brief ,discussion was held on the matter of how drugs are purchased for the Jail. Moved by Mr. Fazzoni, seconded by Mr. Pettit, approving the payment of the bills for February. Motion carried unanimously by the Board signifying their approval by stating "Aye". Chairman Petrosky stated that in checking with other 4th class counties it has been determined that the majority of the Prison Boards are covered under their regular Errors and Omissions policy. He stated that once we receive the actual written policy from our broker, then we'll know for sure whether or not the Prison Board is covered. Chairman Petrosky brought up the matter regarding the Adult Probation Grant -in -Aid monies which were returned to the State. Controller Beharry made some lengthy comments relative to this matter and noted that she was disappointed that the funds were not utilized for a counselor position at the Jail.
