IMinute No. 5-P-87 I
Washington County Prison Board
Washington, Pa., May 28, 1987
The Washington County Prison Board met for its monthly meeting in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, at approximately
11:05 a.m. with the following members being present: Judge Gladden; Commissioner8
Petrosky and Paluso; Controller Beharry; and Sheriff_ Fazzoni. Absent being:
Commissioner Mascara and District Attorney Pettit. Also being present: Deputy
Warden Pelzer; Linda Young, Clerk -Steno II; Natalie Eddy, Herald -Standard; Julie
LaCaffinie, Brownsville Telegraph.
Chairman Petrosky called the meeting to order and asked if there were any
corrections, additions or omissions to Minute Nos. 3-P-87 and 4-P-87, each member
havinq received copies. Miss Beharry noted a correction on Minute No. 4-P-87
(p. 258) on the Outstanding Reimbursable Medical figure. It should read "$790.18"
instead of "$790.00". Also, Controller noted that she did not have a copy of
Minute No. 3-P-87. Moved by Miss Beharry, seconded by Judge Gladden, that
Minute No. 4-P-87 be approved with the above -mentioned correction.
Roll call vote taken:
Judge Gladden - Yes; Mr. Fazzoni - Yes;
Miss Beharry - Yes; Mr. Paluso - Yes; Mr. Petrosky - Yes.
Motion carried unanimously.
Approval of Minute No. 3-P-87 was held in abeyance.
Warden's Report:
Deputy Warden Pelzer presented the Board with the following information:

Total Work Release and Weekenders:
Weekenders were billed $ 405.00 Received $ 482.00
Work Release were billed $ 980.00 $ 940.00

$50.00 was turned over for collection to Resources & Investigations
$85.00 was received from Resources & Investigations on restitution

Bills:
Controller Beharry presented to the Board for their consideration and
approval the bills for the month of April in the amount of $17,990.99. Moved by
Mr. Fazzoni, seconded by Miss Beharry, approving the payment of the bills as per
above.

Old Business:
Controller Beharry reported to the Board on the matter questioned by
Sheriff Fazzoni at the last meeting relative to payment of $1,750.00 to Dr. Kranik
for inmate Morgan. (See Minute No. 4-P-87 dated April 15, 1987, p. 258.) She
noted that the invoice had been approved by Captain Verno. However, after check
ing into the matter, it was discovered that this inmate was not our prisoner at
the time the services were rendered. Miss Beharry also brought to the Board's
attention two other situations where Captain Verno had approved payment of in-
voices and it was discovered at a later date that the County was not responsible
for payment (i.e., payment of $43.00 to Dr. Pendracky for eye glasses and $128.00
to Dr. Frame of which $64.00 was returned to the County by Dr. Frame as the
particular inmate did have hospitalization. Discussion followed. Chairman
Petrosky directed Deputy Warden Pelzer to review the system at the Jail for
approving invoices and to make any necessary changes in order to avoid any future
discrepancies.
Sheriff Fazzoni brought to the Board's attention a matter concerning an in-
mate (Karl Cokel) who is in a wheelchair and has to go to Pittsburgh every two
weeks. Mr. Fazzoni felt that his deputies should not be responsible for trans-
porting this inmate and getting him in and out of the wheelchair. Discussion wasl
held. Commissioner Paluso suggested that Mr. Fazzoni contact the Transportation
Program which uses a handicap van and make the necessary arrangements with them
to transport the prisoner and use one of his deputies as an escort.
Deputy Warden Pelzer .reported to the Board on an incident that occurred at
the Jail regarding an inmate (Dino Rucci) who broke into a metal medicine cabinet
and stole a refill of medication and subsequently ate approximately 30 tablets.
The Jail called an ambulance and had him taken to the hospital to get his stomach,
pumped. Deputy Warden Pelzer noted that this inmate has been returned to the Jai

and is okay. Discussion followed on the matter of how medication is stored.
,,Mr. Paluso suggested the Jail purchase a steel cabinet.
Miss Beharry suggested that some action be taken relative to hiring a
Counselor or appointing an Acting Warden in light of Warden Poland's illness.
Chairman Petrosky noted that action would be taken at the next Salary Board
meeting.
There being no further business, Chairman Petrosky declared the meeting
adjourned at approximately 11:20 a.m.
