HomeMy WebLinkAboutCOMM - Meeting Minutes - 8-P-87 - 8-19-1987 - PRISON BOARD267 1 1 1 MINUTE, BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 8-P-87 Washington County Prison Board Washington, Pa., August 19, 1987 The Washington County Prison Board met for its monthly meeting in the Commissioners' Conference Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Judge Gilmore; Commissioners Mascara, Petrosky and Paluso; Controller Beharry; and Chief Deputy 'Sheriff Littleton. Absent being: District Attorney Pettit. Also present included: Acting Warden Pelzer; Judi Lomago, Executive Secretary; and Jim Jefferson, WJPA. Chairman Petrosky called the meeting to order at approximately 11:50 a.m. and asked if there were any corrections, additions or omissions to Minute No. 7-P-87, each member having received a copy. Moved by Mr. Mascara, seconded by Miss Beharry, that Minute No. 7-P-87 be approved as written. Motion carried un- animously by the Board signfying their approval by stating "Aye". ,Warden's Report: Acting Warden Pelzer presented to the Board the following information: Income from other units for maintenance of prisoners for July: July, 1987 - $0 Total Work Release and Weekenders for July: Total Weekenders billed $ 670.00 Received $ 484.00 Total Work Release billed $1,110.00 $1,076.00 TOTAL $1,780.00 $1,560.00 $20.00 was turned over to Resources and Investigations for collection. Status of prisoners confined at the end of July: MALES FEMALES TOTAL Sentenced prisoners 69 4 73 Unsentenced prisoners 51 2 53 TOTAL 120 6 126 Work Release prisoners for July: MALES FEMALES TOTAL 22 1 23 Inmates seeing the doctor in July: MALES =MALES TOTAL 65 9 74 Sheriffs transported 8 prisoners in July Weekenders for July: MALES FEMALES TOTAL 26 5 31 Mr. Pelzer noted that Dr. Jerry Bishop would be replacing Dr. Greco as one of the jail physicians, effective September 1, 1987. Acting Warden Pelzer presented to the Board members a draft copy of the answers to the deficiencies cited in the State's inspection report of June 24, 1987. He also presented to the Board members a draft copy of a "good-time" ,policy for their consideration and adoption. He noted that this proposed "good - :time" policy could help relieve the overcrowding situation at the Jail. A MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA lengthy discussion followed. Chairman Petrosky suggested that Judge Gilmore dis- cuss this proposed policy with the other members of the Court at their next meet- ing. More discussion followed. Chairman Petrosky commented on the deficiencies contained in the State's inspection report. He noted that after touring the Jail yesterday, he feels that o everything cited in the report can be rectified. Miss Beharry questioned the de- ficiency cited relative to the recreation yard. Bills: Discussion followed. Controller Beharry presented to the Board for their consideration and approval the bills for the month of July, 1987, in the amount of $20,061.21. Moved by Mr. Littleton, seconded by Miss Beharry, approving the payment of the bills as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye" Commissioners Mascara and Paluso noted that for the record that their "yes votes were cast with the caveat that the Controller is tracking the bills to make sure the items are not exceeding the $4,000 bid requirement. Controller Beharry presented to the Board a corrected page 3 of the June's prison bills and noted that the figures were picked up in the May report as opposed to the June report. Miss Beharry also explained to the Board the reason why November and Decembers invoices from Herd's Drug Store were late in being paid.* OUTSTANDING REIMBURSEMENTS Reimbursable July Medical $ -0 Reimbursable July Maintenance- $ -0- TOTAL $ -0- Outstanding Reimbursable Medical $ 770.96 Outstanding Reimbursable Maintenance $2,001.50 TOTAL $2,772.46 Total Medical Outstanding Reimbursement $ 770.96 Total Maintenance Outstanding Reimbursement $2,001.50 TOTAL $2,772.46 There being no further business, Chairman Petrosky declared the meeting adjourned at approximately 12:15 p.m. THE FOREGOING MINUTES SUBMITTED FOR APPROVAL: 0(_1 y_AJ oz.) , 1987 ATTEST: -, I Vt,AL.-� SECRETARY NOTE: The Prison Board held an executive session to discuss the request of Warden Poland to return to work. * Miss Beharry noted that these bills fell into a problem period where her office had no way of tracking what was being purchased at the drug store for the prisoners. She stated that they now have instituted a system whereby they can compare their records with Herd's invoices to verify that the purchases were for our prisoners. 1 1 11
