HomeMy WebLinkAboutCOMM - Meeting Minutes - 9-P-87 - 9-23-1987 - PRISON BOARDMINUTE 260 PRISON BOARD ,Minute No. 9-P-87 Bo❑K WASHINGTON COUNTY, PENNSYLVANIA Washington County Prison Board Washington, Pa., September 23, 1987 The Washington County Prison Board met for its monthly meeting in the Washington County Jail, Washington, Pennsylvania, with the following members be- ing present: Commissioners Mascara, Petrosky and Paluso; Controller Beharry; and Sheriff Fazzoni. Absent being: Judge Gilmore and District Attorney Pettit. Also being present: Chief Deputy Sheriff Littleton; Deputy Controller Cecchetti; Acting Warden Pelzer; Linda Hands, Clerk -Steno II; Byron Smialek, Observer -Reporter; and Natalie Eddy, Herald -Standard. Chairman Petrosky called the meeting to order at approximately 11:50 a.m. and noted that Minute No. 8-P-87 would be held in abeyance. Warden's Report: Acting Warden Pelzer presented to the Board the following information: Income from other units for maintenance of prisoners: Greene County $210.00 U. S. Army $101.00 TOTAL $311.00 Total Work Release and Weekenders: Work Release billed $1,485.00 Received $1,502.00 Weekenders billed $ 640.00 Received $ 640.00 TOTAL $2,125.00 $2,142.00 $87.27 was received from Resources and Investigations. $20.00 was turned over to Resources and Investigations for collection. Status of prisoners confined at the end of Auqust: MALES FEMALES TOTAL Sentenced prisoners 58 1 59 Unsentenced prisoners 58 6 64 TOTAL 116 7 123 Work Release prisoners: 17 0 17 Weekenders: 28 6 34 Inmates seeing the doctor: 86 15 101 Sheriffs transported 32 prisoners Mr. Pelzer noted that the population as of today is 137. Chairman Petrosky questioned Mr. Pelzer relative to how things worked out last weekend with the initiation of the 2-day furlough program for work release prisoners. Mr. Pelzer explained that the program went very well and that it cleared up approximately 18 beds. A discussion followed on this matter. Chair- man Petrosky directed Acting Warden Pelzer to obtain clarification from the Courts in terms of whether this program is specifically for work release prisoners or for both work release and weekender prisoners. Bills: Controller Beharry presented to the Board for their consideration and approval the bills for the month of August in the amount of $28,957.33. Moved by Mr. Fazzoni, seconded by Miss Beharry, approving the payment of the bills as ?70 MINUTE BOCIK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". Commissioners Mascara and Paluso noted that for the record their "yes" votes were cast with the caveat that the Controller is tracking the bills to make sure the items are not exceeding the $4,000 bid requirement. OUTSTANDING REIMBURSEMENTS Reimbursable August Medical -0- Reimbursable August Maintenance $ 311.00 TOTAL $ 311.00 Outstanding Reimbursable Medical $ 770.96 Outstanding Reimbursable Maintenance $2,001.50 TOTAL $2, 772'. 46 Total Medical Outstanding Reimbursement $ 770,96 Total Maintenance Outstanding Reimbursement $2,312.50 TOTAL $3,083.46 Other Business: Miss Beharry commented that Acting Warden Pelzer should be commended for the supervision of the prisoner who attempted to hang himself at the Jail. Miss Beharry questioned the procedure relative to weekenders and bench warrants being issued. Mr. Pelzer explained that the policy during the past several years has been to give the weekenders a week grace period if they fail to show to serve their time. Discussion followed. The Board members noted that they did not agree with this procedure and suggested that bench warrants be issued immediately if the weekenders failed to show. Sheriff Fazzoni advised the Board of recent incidents which have occurred whereby his deputies have transported inmates here from various locations and it ended up that the inmates were not needed by the Courts for some reason or another. There being no further business, Chairman Petrosky declared the meeting adjourned at approximately Noon.
