HomeMy WebLinkAboutCOMM - Meeting Minutes - 11-P-87 - 11-25-1987 - PRISON BOARD273 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 11-P-87 Washington County Prison Board Washington, Pa., November 25, 1987 The Washington County Prison Board met for its monthly meeting in the Commissioners' Conference Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Judge Gilmore; Commissioner Petrosky; Sheriff Fazzoni; and Controller Beharry. Absent being: Commissioners Mascara and Paluso and District Attorney Pettit. Also being present: Acting Warden Pelzer; Deputy Controller Cecchetti; Linda Hands, Clerk -Steno II; and Kathy Warco Observer -Reporter. Chairman Petrosky called the meeting to order at approximately 11:10 a.m. and asked if there were any corrections, additions or omissions to Minute No. 10-P-87, each member having received a copy. Moved by Mr. Fazzoni, seconded by Miss Beharry, that Minute No. 10-P-87 be approved as written. Motion carried ,unanimously by the Board signifying their approval by stating "Aye". WARDEN'S REPORT: Acting Warden Pelzer informed the Board of the following information: Total Work Release and Weekenders: Total Weekenders billed $ 960.00 Received $ 854.00 Total Work Release billed $1,400.00 Received $1,344.00 TOTAL $2,360.00 $2,198.00 Received $72.50 from Resource and Investigations $40.00 was requested for Resource and Investigation to collect Status of prisoners confined at the end of Octobers MALE FEMALES TOTAL Sentenced prisoners 76 7 83 Unsentenced prisoners 57 3 60 TOTAL 133 10 143 Work Release 22 0 22 Weekenders 33 3 36 Inmates seeing the doctor-.," 67 7 74 Sheriff transported 19 prisoners Mr. Pelzer noted for the record that the Jail purchased 175 gallons of paint and the project of painting the entire Jail has been completed. He pointed out that the inmates did a fine job and the place looks a lot better. Mr. Pelzer reported that the Jail received a follow-up inspection from the State and it appears that everything that could be corrected was corrected on our, ;part and he feels that we should get a favorable report from the State Inspector.= Mr. Pelzer reported that there was an influx of inmates last week due to the recent drug bust (approximately 28 inmates from the State Police and approx- imately 24 made bond) so the population is approximately 135. He also noted that, three Judges have signed for approximately 20 inmates for Thanksgiving Day fur- loughs. >74 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA ILLS: Controller Beharry presented to the Board for their consideration and approval the bills for the month of October, 1987, in the amount of $17,555.30. Moved by Mr. Fazzoni, seconded by Judge Gilmore, approving the payment of the bills' as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". OUTSTANDING REIMBURSEMENTS Reimbursable October Medical -0- Reimbursable October Maintenance -0- TOTAL -0- Outstanding Reimbursable Medical $ 770.96 Outstanding Reimbursable Maintenance $1,371.50 TOTAL $2,142.46 Total Medical Outstanding Reimbursement $ 770.96 Total Maintenance Outstanding Reimbursement $1,371.50 TOTAL $2,142.46 Miss Beharry questioned Mr. Pelzer relative to the use of the dumbwaiter. Mr. Pelzer explained that the Jail personnel still use the dumbwaiter every day. Chairman Petrosky questioned Miss Beharry as to the status of an outstanding in- voice from the Pennsylvania Department of Labor and Industry whereby the Department will not issue new certificates of operation until the invoice is paid. Chairman Petrosky requested Miss Beharry to look into this matter. Chairman Petrosky informed the Board that Judge Bell and Stan Rockovich have been working with the Pennsylvania Commission on Crime and Delinquency relative to the feasibility of instituting an in-house incarceration program. He stated that the Commission indicated that a better first step for us rather than to in- stitute or implement the in-house detention system would be to complete a study that would be conducted by the Pennsylvania Commission on Crime and Delinquency at no cost to the County. He explained that this study would basically focus in on our prison system as to whether or not there are any particular logjams that might be rectified in our present system to alleviate our over -crowding. A brief discussion followed. Chairman Petrosky noted that this study could start sometimel after the first of the year and would be concluded within a period of 3 months after the initiation of the study. In addition to the problem areas that it may develop in terms of our existing system, it would also provide important data for us when we apply to the Commission for the implementation of the in-house detention program. The Commission recommended that we use this study as a basis for submitting a proposal to meet the June funding period. Mr. Petrosky stated that he has asked Judge Bell to bring this before the Court to ascertain whether or not there would' be any particular problems with the Courts in terms of the implementation of the in-house detention program. More discussion followed. There being no further business, Chairman Petrosky declared the meeting adjourned at approximately 11:20 a.m. THE FOREGOI SUBMITTED FOR APPROVAL: NOTE: The Prison Board held an executive session to discuss Warden Poland's return to work.
