HomeMy WebLinkAboutCOMM - Meeting Minutes - 1-P-88 - 1-13-1988 - PRISON BOARDPRISON BOARD w MINUTE BOOK WASHINGTON COUNTY, PENNSYLVANIA 277 1 .Minute No. 1-P-88 Washington County Prison Board January 13, 1988 The Annual Reorganization and monthly meeting of the Washington County Prison Board met in the Commissioners' Conference Room, Courthouse Square, Washington, Pennsylvania, at approximately 11:30 a.m. with the following members being present: Commissioners Mascara, Petrosky and Paluso; District Attorney Pettit; Sheriff Fazzoni; and Controller Beharry. Absent being: Judge Gilmore. Also being present: Acting Warden Pelzer; and Judi Lomago, Executive Secretary. 1 Presiding Chairman Petrosky called the meeting to order and opened nominations for Chairman, Vice -Chairman and Secretariy for the year 1988. Moved by Mr. Fazzoni, seconded by Mr. Mascara, to appoint Mr. Pettit as Chairman of the Prison Board for 1988. Motion carried unanimously by the Board signifying their approval by stating "Aye". Moved by Mr. Fazzoni, seconded by Mr. Mascara, to appoint Mr. Paluso as Vice -Chairman of the Prison Board for 1988. Motion carried unanimously by the Board signifying their approval by stating "Aye". Moved by Mr. Petrosky, seconded by Mr. Paluso, to appoint Mr. Mascara as Secretary of the Prison Board for 1988. Motion carried unanimously by the Board signifying their approval by stating "Aye". At this time the meeting was turned over to Mr. Pettit, newly elected Chair- man of the Prison Board. WARDEN'S REPORT: Acting Warden Pelzer informed the Board of the following information: Income from other units for the maintenance of prisoners: (December, 1987)' Marine Corps $ 50.50 Total Work Release and Weekenders: Weekenders billed $ 645.00 Received $ 705.00 Work Release billed $ 750.00 Received $591.00 TOTAL $1,395.00 $1,296.00 Received $0.00 from Resources and Investigations $90.00 was turned over to Resources and Investigations Status of prisoners confined at end of December, 1987: MALES FEMALES TOTAL Sentenced prisoners 61 8 69 Unsentenced prisoners 51 2 53 TOTAL 112 10 122 Work Release 10 0 10 Weekenders 34 2 36 Inmates seeing doctor 68 14 82 Sheriffs transported 25 inmates Acting Warden Pelzer also noted that the Home Detention Study representative will be coming to the Jail on Thursday and Friday to set up the necessary work to complete the forms and that they will be studying approximately 500 cases. Mr. Pe ros y�explaine that this study was actually a prelude to the institution of an in -home incarceration program. A brief discussion followed relative to overcrowding and possible solutions to alleviate the problem. APPROVAL OF MINUTES: Moved by Mr. Fazzoni, seconded by Mr. Paluso, that Minute No. 11-P-87 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". Chairman Pettit entertained a motion to approve Minute No. 12-P-87. He also noted that clarification (relative to the consensus of the Board) was needed as to the caveat to the motion for approving bills. Discussion followed. Commissioners Mascara and Paluso stated that the caveat was on -going for their votes relative to approval of bills. Miss Beharry stated that she felt the caveat had no impact.:,, Moved by Miss Beharry, seconded by Mr. Petrosky, to hold approval of Minute No. 12-P-87 in abeyance. Roll call vote taken: Mr. Mascara - No; Mr. Paluso - No; Mr. Petrosky - Yes; Miss Beharry - Yes; Mr. Fazzoni - Yes; Mr. Pettit - Abstained. Motion carried. BILLS: Controller Beharry presented to the Board for their consideration and approval the bills for the month of December in the amount of $25,700.43. Sheriff Fazzoni questioned the invoices from Hobart Company and Gandy Interval which were noted for "repairs". Mr. Pelzer stated that the repairs were for the washing machine (Hobart) and screen (G. Interval). Sheriff Fazzoni request- ed that in the future the report reflect exactly what services were rendered as opposed to just listing "repairs". Moved by Mr. Fazzoni, seconded by Miss Beharry, approving the payment of the bills as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". Commissioners Mascara and Paluso noted that their "yes" votes were cast with the caveat that the Controller is tracking the bills to make sure the items are not exceeding the $4,000.00 bid .requirement. Commissioner Paluso suggested ;:purchasing 50 to 100 of these packages of which he presented a sample at the 'meeting. He also suggested that this recommendation be presented to the Board of`. County Commissioners for purchasing of the AIDS kits. Moved by Mr. Paluso, seconded by Miss Beharry, that the recommendation for the purchase of AIDS kits be submitted to the Board of County Commissioners. Motion carried unanimously by the Board signifying their approval by stating Aye .
