HomeMy WebLinkAboutCOMM - Meeting Minutes - 3-P-88 - 2-17-1988 - PRISON BOARD281 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 3-P-88 Washington County Prison Board Washington, Pa., February 17, 1988 The Washington County Prison Board met for its monthly meeting in the Commissioners' Conference Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso;' District Attorney Pettit; Deputy Sheriff Littleton; and Controller Beharry. Absent being: Judge Gilmore. Also being present: Acting Warden Pelzer; Linda Hands, Clerk -Steno II; Jim Jefferson, WJPA; and Robin Acton Huhn, Herald -Standard.. Chairman Pettit called the meeting to order at approximately 11:50 a.m. and asked for the approval of Minute No. 12-P-87 dated December 9, 1987. Controller Beharry noted that these were the minutes that were held in abeyance last month because she was trying to determine whether or not any notation had actually been made at the October 14th meeting of the Prison Board. She felt that since that time it has been determined that no notation was made by Mr. Paluso regarding a caveat on the bills as the tape does not reflect such a notation and therefore the December 9th minutes (andOctober14th minutes) need to be corrected. Discussion followed by the Board with all members except Controller Beharry signifying their approval by stating "Aye". Miss Beharry voted "No". Controller Beharry requested that approval of Minute No. 1-P-88 dated Janaury 13, 1988, be held in abeyance. Moved by Miss Beharry, seconded by Mr. Littleton, that approval of Minute No. 1-P-88 be held in abeyance. Moved by Miss Beharry, secccnded by Mr. Littleton, that Minute No. 2-P-88 dated February 1, 1988, with the addition of a notation relative to deferred sentencing (p. 280) clarifying that it was the intent of the Board to sentence prisoners and defer serving of time to alleviate the overcrowding. Motion was carried unanimously by the Board signifying their approval by stating "Aye". Moved by Mr. Paluso, seconded by Mr. Mascara, that Minute No. 12-P-87, dated December 9, 1987, be approved as written. Motion carried by the Board with all members except Controller Beharry signifying their approval by stating "Aye". Miss Beharry voted "No". WARDEN'S REPORT: Acting Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners: No income reported Total Work Release and Weekenders: Work Release billed $ 870.00 Received $ 870.00 'Weekenders billed $ 810.00 $ 905.00 TOTAL $1,680.00 $1,775.00 No monies were received from Resources and Investigations. $75.00 was turned over to Resources and Investigations for collection. MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Status of prisoners confined at the end of January, 1988: MALES FEMALES TOTAL Sentenced prisoners 68 7 75 Unsentenced prisoners 59 2 61 TOTAL 127 9 136 Work Release 15 1 16 Weekenders 32 1 33 Sheriffs transported 30 Doctor saw 103 10 113 Mr. Pelzer reported he had a meeting with a representative from the ARC (Alcoholic Recovery Center) House. Acting Warden Pelzer noted that an ARC House might help alleviate the overcrowding at the Jail. Mr. Pelzer stated that they are thinking about having an ARC House within the Washington area. More discussion followed on this matter. Mr. Pelzer reported that the PCCD study is complete and has been sent to Harrisburg and he is waiting to hear comments from the State. Mr. Pelzer stated that the population at the jail as of today is 135. He also reported that the AIDS suits have been ordered as per Commissioner Paluso's request at the last meeting. Further discussion was held on the matter of the ARC House. Commissioner Mascara suggested that Mr. Pelzer, along with Mr. Lignelli, inquire to see if there are any monies available for pilot programs (DUI's and DWI's) through the State. BILLS: Controller Beharry presented to the Board for their consideration and approval the bills for January, 1988, in the amount of $30,121.90. Commissioner Paluso questioned Miss Beharry if the bills presented were actually January bills'' or from previous months. Discussion followed. Moved by Mr. Paluso, seconded by Mr. Mascara, that in the future the list- ing of bills include when the purchases/services were incurred and when the in- voices were received by the County. More discussion followed. Motion carried by the Board with all members except Controller Beharry signifying their approval' by stating "Aye". Miss Beharry voted "No". Moved by Mr. Littleton, seconded by Miss Beharry, approving the payment of the bills for January. Mr. Littleton and Miss Beharry voted "Yes". Commissioners Mascara, Petrosky and Paluso voted "No". Motion failed. Chairman Pettit then asked for a vote by the show of hands. Mr. Littelton'',' and Miss Beharry voted "Yes". Commissioners Mascara, Petrosky and Paluso voted "No". Motion failed. (Executive Session) Moved by Miss Beharry, seconded by Mr. Petrosky, that an executive session',' be held to discuss the Warden. Motion carried unanimously by the Board signifying their approval by stating "Aye". � I U C 283 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Meeting recessed for the purpose of holding an executive session. ,12:55 p.m. - Meeting reconvened. ;,(Reconsideration of Bills) Moved by Mr. Littleton, seconded by Miss Beharry, approving the payment of the bills for the month of January as submitted by the Controller. Motion carried', by the Board with Messrs... Mascara, Pettit, Littleton and Miss Beharry voting "Yes Commissioners Petrosky and Paluso voted "No". Commissioner Petrosky noted for the' record his reason for voting "no" on the payment of the January bills was that he cannot verify the accuracy of these bills as to when they were incurred and that the only thing he knows is that they are being paid in January. Motion was carried unanimously by the Board signifying their approval by stating "Aye".
