WASHINGTON COUNTY, PENNSYLVANIA
Washington County Prison Board
Washington, Pa., March 23, 1988
The Washington County Prison Board met for its monthly meeting in the
Washington County Jail, Washington, Pennsylvania, with the following members being
present: Judge Gilmore; Commissioners Mascara, Petrosky and Paluso (who later
entered the meeting); Deputy Controller Cecchetti; District Attorney Pettit; and
Sheriff Fazzoni. Also being present: Acting Warden Pelzer; Linda Hands, Clerk -
Steno II; Jim Jefferson, WJPA; and Robin Acton Huhn, Herald -Standard.
Chairman Pettit called the meeting to order at approximately 11:40 a.m.
and asked if there were any corrections, additions or omissions to Minute No.
3-P-88, each member having received a copy. Moved by Mr. Fazzoni, seconded by
Judge Gilmore, that Minute No. 3-P-88 be approved as written. Motion carried
unanimously by the Board signifying their approval by stating "Aye".
WARDEN'S REPORT:
Acting Warden Pelzer presented to the Board the following information:
Income from other units for the maintenance of prisoners:
Indiana County $140.00
Total Work Release and Weekenders:
Weekenders billed $ 610.00 $ 750.00
Work Release billed $ 855.00 Received $ 755.00
TOTAL $1,465.00 $1,505.00
Received no monies from Resources and Investigations
$60.00 was turned over to Resources and Investigations for collection
Status of prisoners confined at end of February:

BILLS•
Deputy Controller Cecchetti presented to the Board for their consideration,
and approval the bills for the month of February in the amount of $24,452.94.
Mr. Cecchetti pointed out that the list of bills presented today include
some bills that have been paid through today and also some unpaid bills which, ifl
approved by the Board today, will be paid on Friday, March 25th. Mr. Cecchetti
stated that if there were any questions on the bills, he had them here for review,,
by the Board.
Mr. Cecchetti stated that, henceforth, it is the Controller's intention not
to pay any bills until after the Prison Board has approved them at its meeting.

die went on to explain that some of the bills listed had been paid before Miss
$eharry decided to implement this new procedure. He also stated that it is her
intent from this point on to bring the bills to the meeting so that any questions
can be answered before payment is made. He noted that the only exception would be.
the utility bills which will be paid as soon as they are received. A discussion
was held on some of the bills. Moved by Mr. Fazzoni, seconded by Judge Gilmore,
approving the payment of the bills for the month of February. Motion carried
unanimously by the Board signifying their approval by stating "Aye".
(Commissioner Paluso entered the meeting.)

Deputy Controller Cecchetti brought to the Board's attention the matter of
. Pelzer's secretary requesting a notary commission and the payment of all
necessary expenses related thereto. He noted that he needed the Board's approval
for these expenses and pointed out that they were not included in the list of
bills presented for approval today. Moved by Mr. Petrosky, seconded by Mr. Mascara,
approving a notary commission for Mr. Pelzer's secretary and authorizing the pay-
ment of all necessary expenses related thereto. Motion carried unanimously by the
,Board signifying their approval by stating "Aye".
Chairman Pettit questioned Mr. Cecchetti relative to the new bill paying
policy that the Controller is going to enact and asked what is going to happen when
a Board meeting is cancelled. Mr. Cecchetti reiterated Miss Beharry's intent of
not paying bills until the Prison Board has approved them with the exception of the
utilities. Commissioner Mascara noted that, if need be, an emergency meeting
could be called by the Chairman in order to pay the bills on time.
Commissioner Mascara questioned the reason for the Controller initiating thi's
,policy. Mr. Cecchetti stated that the Controller determined that what the Board
had been doing previously was not in accordance with the County Code and that the
'proper procedure is to bring the bills to the Board unpaid and have them approved
by the Board prior to paying them. Discussion followed. Commissioner Paluso re-
quested that Deputy Controller Cecchetti provide him with this section of the
County Code.
Chairman Pettit questioned the status of the request made at last month's
meeting to include dates on the bills. Mr. Cecchetti responded that the bills
+would be at hand to review and that the Controller felt that the listing of dates
would be too confusing.

There being no further business, Chairman Pettit declared the meeting
adjourned at approximately Noon.
