Minute No. 5-P-88 Washington County Prison Board Washington, Pa., April 13, 1988 The Washington County Prison Board met for its monthly meeting in the 7th Floor Conference Room, Courthouse Square, Washington, Pennsylvania, with the follow- ing members being present: Judge Gilmore; Commissioners Mascara, Petrosky and Paluso; Controller Beharry; District Attorney Pettit; and Sheriff Fazzoni. Also being present: Acting Warden Pelzer; Linda Hands, Clerk -Steno II; Jim Jefferson, WJPA; Robin Acton Huhn, Herald -Standard; and Terri Warco, Observer -Reporter. Chairman Pettit called the meeting to order at approximately 11:35 a.m. and asked if there were any corrections, additions or omissions to Minute No. 4-P-88, each member having received a copy. Moved by Mr. Mascara, seconded by Judge Gilmore, that Minute No. 4-P-88 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". WARDEN'S REPORT: Acting Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners: Indiana County $175.00 Total Work Release and Weekenders: Weekenders billed $ 820.00 $1,00600 Work Release billed $1,485.00 Received $1,605.00 TOTAL $2,305.00 $2,611.00 No monies were received from Resources and Investigations. $15.00 was turned over to Resources and Investigations for collection. Status of prisoners confined at the Jail: MALE FEMALES TOTAL Sentenced 74 7 81 Unsentenced 48 4 52 TOTAL 122 11 133 Work Release 26 1 27! Weekenders 28 2 30 Inmates seeing the doctor 100 17 117 Sheriff transported 34 inmates BILLS: Controller Beharry presented to the Board for their consideration and approval the bills for the month of March in the amount of $79,866.98. She noted that Behrhorst and Green Valley Packing invoices are paid up to date. She also noted that an invoice was submitted in the total amount of $1,209.00 from Kaufman's Bakery which included the following: $ 849.40 - total authorized under bid $ 263.38 - 10% allowance over bid $ 96.22 - additional amount in excess of $1,209.00 10% allowance over bid Miss Beharry questioned the payment of $96.22. Discussion followed. Commissioner Petrosky suggested that the Kaufman's Bakery invoice be isolated from approval with the rest of the bills. Moved by Mr. Fazzoni, seconded by Miss Beharry, approving the payment of the bills with the exception of Kaufman's Bakery. MINUTE B❑❑K PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Remarks: Commissioner Palusoquestiondd the invoices of Ambulance and Chair, Greater Washington Radiologists and Washington Hospital. Discussion followed. Commissioner Paluso suggested amending the motion for payment of the bills to include Kaufman's Bakery minus the $96.22. Mr. Paluso's amendment to the motion was carried unanimously by the Board signifying their approval by stating "Aye". Motion approving the payment of the bills for the month of March, including .%•''., Kaufman's Bakery minus the $96.22 was carried unanimously by the Board signifying; their approval by stating "Aye". ** OUTSTANDING REIMBURSEMENTS Reimbursable March Medical -0- Reimbursable March Maintenance $ 175.00 TOTAL $ 175.00 Outstanding Reimbursable Medical $ 770.96 Outstanding Reimbursable Maintenance $1,435.75 TOTAL $2,206.71 Total Medical Outstanding Reimbursement $ 770.96 Total Maintenance Outstanding Reimbursement $1,610.75 TOTAL $2,381.71 Old Business: Miss Beharry stated that she has supplied -to each Board member a copy of the statute governing Prison Boards in 4th class counties and highlighted the provision of the statute which requires that the majority of the Prison Board members approve payment of any claim before actual payment is issued. Commissioner Petrosky brought up the matter concerning the Pennsylvania Commission on Crime and Delinquency's study of the overcrowding situation at the Jail and alternatives to the problem. He noted that it had been recommended by the Pennsylvania Commission on Crime and Delinquency that the County should apply' for federal funds for the In -House Incarceration Program (Electronic Monitoring Program). Francis Pettit, Executive Assistant, reported to the Board on a recent',' meeting he attended concerning this grant program. He stated that grant applications must be submitted to PCCD by April 15th and, if approved, the anticipated starting date would be September lst. He went on to explain the funding details of the program. A very lengthy discussion followed. There being no further business, Chairman Pettit declared the meeting adjourned at approximately Noon. THE FOREGOING MINUTES SUBMITTED FOR APPROVAL: Or A/O 1988 ATTEST: SECRETARY NOTE: The Board then held an executive session concerning a confidential matter related to the Jail. ** - Commissioners Mascara and Paluso noted that their "yes" votes were cast with the caveat that the Controller is tracking the bills to make sure the items are not exceeding the $4,000.00 bid requirement.
