HomeMy WebLinkAboutCOMM - Meeting Minutes - 6-P-88 - 5-18-1988 - PRISON BOARDMINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA (Minute No. 6-P-88 Washington County Prison Board Washington, Pa., May 18, 1988 The Washington County Prison Board met for its monthly meeting in the 7th Floor Conference Room, Courthouse Square, Washington, Pennsylvania, with the follow- ing members being present: Judge Gilmore; Commissioners Mascara, Petrosky and Paluso; Deputy Controller Cecchetti; and Sheriff Fazzoni. Absent being: District Attorney Pettit. Also being present: Acting Warden Pelzer; Linda Hands, Clerk - Steno II; Jim Jefferson, WJPA; Kathi Warco, Observer -Reporter; and Robin Acton Huhn, Herald -Standard. Vice -Chairman Paluso called the meeting to order at approximately 11:45 a.m. and asked -if there were any corrections, additions or omissions to Minute No. 5-P-88, each member having received a copy. Deputy Controller Cecchetti noted a correction on page 288, paragraph 1, and stated that the minutes do not reflect a second to the motion that Commissioner Paluso made in reference to Kaufman's Bakery payment. Mr. Fazzoni stated that he seconded that motion. Moved by Mr. Mascara, seconded by Mr. Fazzoni, that Minute No. 5-P-88 be approved with the above -mentioned correction. Motion carried unanimously by the Board signifying their approval by stating "Aye". WARDEN'S REPORT: Acting Warden Pelzer presented to the Board the following information: Income from other units for the maintenance -of prisoners: No monies received Total Work Release and Weekenders: Weekenders billed $ 660.00 Received $ 675.00 Work :Release billed $1,440.00 Received $1,275.00 TOTAL $2,100.00 $1,950.00 Received $543.31 for room and board from Resource and Investigations;. $20.00 was turned over to Resource and Investigations for collection. Status of prisoners confined at the end of April, 1988: MALE FEMALE TOTAL Sentenced prisoners 85 8 93 Unsentenced prisoners (waiting for trial) 43 4 47 Unsentenced prisoners (waiting for sentencing) 5 0 5 TOTAL 133 12 145 Work.Release prisoners 30 1 31 Weekender prisoners 27 3 30 Doctor saw inmates 89 15 104 The Sheriff transported 27 inmates Mr. Pelzer brought to the Board's attention the matter of a required bond being posted by the Warden/Acting Warden. He made reference to a memo issued by Assistant Solicitor Emery which suggested a minimum bond amount of $10,000.00. No action was taken. 290 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Mr. Pelzer to Board of reported the on the matter the escape attempt that occurred on late Sunday/Monday. Sheriff Fazzoni expressed his concern that no one on the Prison Board was notified of this incident before the news media. A brief discussion followed. The Board agreed to implement a policy that when any incidents such as an escape occur, that they should be reported to Board members first. Acting Warden Pelzer advised the Board that the Pennsylvania Board of Health will be conducting a two-day question and answer session on May 25-26 for Jail and Sheriff's Office personnel regarding AIDS. Commissioner Paluso suggested that:. a memo be directed to Adult and Juvenile Probation urging as many staff members as possible to also attend these sessions. Mr. Pelzer informed the Board that the State Inspector from the Pennsylvania Department of Corrections was in last week to perform his semi-annual inspection.' A written report will be forthcoming. Mr. Pelzer also informed the Board that the City Health Officer (Thais Tepper) visited the Jail for an inspection and cited the Jail for not having a commercial freezer. Mr. Pelzer noted that the Jail has two residential freezers.<' Commissioner Paluso and Sheriff Fazzoni questioned her authority over a county jail facility. Commissioner Paluso suggested that Mr. Pelzer contact the Pennsyl- vania Department of Corrections relative to this matter. BILLS: Deputy Controller Cecchetti presented to the Board for their consideration' and approval the bills for the month of April in the amount of $30,102.54. Commissioner Mascara questioned Deputy Controller Cecchetti on the non-payment of $30.20 to Behrhorst for chicken drumsticks. Mr. Cecchetti explained that Controller Beharry felt this was not a bid item for the Jail. Mr. Pelzer stated that the in- voice for the drumsticks was inadvertently billed to the Jail rather than the Health Center. Moved by Mr. Petrosky, seconded by Mr. Fazzoni, approving the pay- ment of the bills for April. Motion carried unanimously by the Board signifying their approval by stating "Aye". Commissioners Mascara's and Paluso's "yes" votes were cast with the caveat that the Controller is tracking the bills to make sure the items are not exceeding the $4,000.00 bid requirement. Commissioner Paluso suggested that since Chairman Pettit has been handling this matter, he should be the one to 291 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA 4call an executive session It was directed that a memo be sent to Chairman 'Pettit advising him that it is the request of the Prison Board for him to call an executive session at the earliest convenience to discuss this matter.
