WASHINGTON COUNTY, PENNSYLVANIA
Washington County Prison Board
Washington, Pa., June 15, 1988
The Washington County Prison Board met for its monthly meeting in the
Washington County Jail with the following members being present: Commissioner
Petrosky; District Attorney Pettit; Controller Beharry; and Chief Deputy Sheriff
Littleton. Absent being: Commissioners Mascara and Paluso; and Judge Gilmore.
Also being present: Acting Warden Pelzer; Linda Hands, Clerk -Steno II; Robin
Acton Huhn, Herald -Standard; Kathy Warco, O-R; and Jim Jefferson, WJPA.
Chairman Pettit called the meeting to order at approximately 11:35 a.m.
and asked if there were any corrections, additions or omissions to Minute No.
6-P-88, each member having received a copy. Moved by Mr. Littleton, seconded by
Mr. Petrosky, that Minute No. 6-P-88 be approved as written. Motion carried un-
animously by the Board signifying their approval by stating "Aye".
WARDEN'S REPORT:
Acting Warden Pelzer presented to the Board the following information:
Income from other units for the maintenance of prisoners.:
No monies received.
Total Work Release and Weekenders
Weekenders billed $ 470.00 $ 490.00
Work Release billed $1,620.00 Received $1,535.00
TOTAL $2,090.00 $2,025.00
No monies were received from Resource and Investigations.
$25.00 was turned over to Resource and Investigations for collection.
Status of prisoners confined at the end of May, 1988:

The Sheriffs transported 27 inmates
A brief discussion was held regarding the number of male inmates seeing
the doctor. Mr. Pelzer explained that every new commitment must see the doctor.'
Moved by Miss Beharry, seconded by Mr. Littleton, to accept the Warden's
Report as per above. Motion carried unanimously by the Board signifying their
approval by stating "Aye".
BILLS:
Controller Beharry presented to the Board for their consideration and
approval the bills for the month of May, 1988, in the amount of $38,224.56.

IMr. Pelzer
reported to the Board to expect
an invoice from Washington Hospital in
"the amount
of $8,000.00 for treatment of an
inmate. Acting Warden Pelzer explained
;that this
inmate refused to continue taking
his insulin shots. It was noted that
the inmate
was charged with robbery. Discussion
followed with reference to this
situation and what procedures should be followed in the future. Moved by
Mr. Petrosky, seconded by Mr. Littleton, approving the payment of the bills.
Motion carried unanimously by the Board signifying their approval by stating "Aye'.
Commissioner Petrosky noted that his "yes" vote was cast with the caveat*that the
Controller is tracking the bills to make sure the items are not exceeding the
$4,000.00 bid requirement. ** See page 294 for Outstanding Reimbursments.

,OTHER BUSINESS:
Miss Beharry questioned the status of the Warden's position and asked when
the committee (District Attorney Pettit, Commissioner Mascara and Judge Gilmore)
would be reporting any recommendations. Mr. Pettit stated that they were in the
process and should be able to report prior to the next Prison Board meeting.
Chairman Pettit questioned Acting Warden Pelzer relative to a complaint he
received concerning a particular weekender inmate who has allegedly missed 3-5
weekends. Discussion followed. Mr. Pettit suggested that if the inmate has in
,fact missed weekends that he should be put on straight time or his work release
privilege be revoked. Acting Warden Pelzer stated that he would look into this
matterand report back to Chairman Pettit.
Chairman Pettit suggested to the Board the idea of having prison trusties
doing work in the Washington Park. He went on to explain that he has checked State
statutes and found that the "chain gang" is still in vogue and that inmates can be.
sent to municipalities to work on roads. A lengthy discussion followed. The Board
members thought the concept was a good idea but expressed their concerns regarding';
liability insurance, supervising, feeding and transporting the inmates as well as
the public's reaction to inmates working around children in a park setting. More
discussion followed. Chairman Pettit stated that he is willing to work on the idea
in the hopes of making it a viable program.
Regarding the PCCD Grant, Miss Beharry questioned the status of the In -House
Incarceration Program. Commissioner Petrosky commented that he had just received
his copy of the grant award notification yesterday and stated that he has not had
An opportunity to review it and suggested that comments be held until the next
meeting. Some discussion followed.
There being no further business, Chairman Pettit declared the meeting
;adjourned at approximately 12:15 a.m.
