HomeMy WebLinkAboutCOMM - Meeting Minutes - 8-P-88 - 7-13-1988 - PRISON BOARD295 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 8-P-88 Washington County Prison Board Washington, PA, July 13, 1988 The Washington County Prison Board met for its monthly meeting in the 7th, Floor Conference Room, Courthouse Square, Washington, Pennsylvania, with the follow- ing members being present: Judge Gilmore; Commissioners Mascara and Petrosky; Controller Beharry and Sheriff Fazzoni. Absent being: Commissioner Paluso and District Attorney Pettit. Also being present: Acting Warden Pelzer; Executive Assistant DuJordan; Linda Hands, Clerk -Steno II; Robin Acton Huhn, Brownsville Telegraph; Jim Jefferson, WJPA; and Kathi Warco, Observer -Reporter. Secretary Mascara called the meeting to order at approximately 11:45 a.m. and asked if there were any corrections, additions or omissions to Minute No. 7-P-88, each member having received a copy. Miss Beharry requested that Minute No. 7-P-88 be held in abeyance in order to have an opportunity to check the figures. Warden's Report: Acting Warden Pelzer presented to the Board the following information: Income from otherunits for the maintenance of prisoners: No monies received Tgtal Work Release and Weekenders: Weekenders billed $ 700.00 $ 710.00 Work Release billed $2,035.00 Received $1,949.00 TOTAL $2,735.00 $2,759.00 Received $142.00 from Resource and Investigations $75.00 was turned over to the Clerk of Courts for collection Status of prisoners confined at the end of June, 1988: MALES FEMALES TOTAL Sentenced prisoners 88 8 96 Unsentenced prisoners Waiting for trial 34 0 34 Unsentenced prisoners waiting for sentence 1 0 1 TOTAL 123 8 131 Work Release prisoners 34 1 35 Weekender prisoners 25 5 30 Number of inmates doctor saw 84 17 101 Sheriff transported 38 inmates Moved by Mr. Petrosky, seconded by Mr. Fazzoni, to accept the Warden's Report as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". Bills: Controller Beharry presented to the Board for their consideration and approval the bills for the month of June in the amount of $56,358.04. Miss Beharry noted an invoice from Washington Hospital in the total amount of $10,296.50 of y96 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA 1which $8,079.25 was for prisoner G. Jones which was discussed at last month's meeting. Moved by Mr. Petrosky, seconded by Mr. Fazzoni, approving the payment of the bills as per above. Motion carried unanimously by the Board signifying their+ approval by stating "Aye". It was noted that the Commissioners "yes" votes were cast with the caveat that the Controller is tracking the bills to make sure the items are not exceeding the $4,000.00 bid requirement. OUTSTANDING REIMBURSEMENTS Reimbursable June Medical -0- Reimbursable June Maintenance -0- TOTAL -0- Outstanding Reimbursable Medical $ 770.96 Outstanding Reimbursable Maintenance $1,435.75 TOTAL $2,206.71 Total Medical Outstanding Reimbursement $ 770.96 Total Maintenance Outstanding Reimbursement $1,435.75 TOTAL $2,206.71 Other Business: Miss Beharry brought to the Board's attention the matter of high gas bills`" at the Jail. The Board directed Acting Warden Pelzer to have Columbia Gas check the meter. Commissioner Mascara suggested that the Jail get meter cards from Columbia Gas and read our own meters. Sheriff Fazzoni brought up the matter of proposed legislation whereby medical cards would not be taken off of prisoners upon their admittance to the Jail. Commissioner Mascara noted that he has discussed this matter at PSACC meetings. Miss Beharry questioned Commissioner Petrosky on the In -House Incarceration Program and the information that he had forwarded to her relative to the PCCD Grant. Commissioner Petrosky explained the increased costs of the proposed grant program. He noted that the Commissioners met with a representative of the Penn- sylvania Commission on Crime and Delinquency and that it was their feeling that the cost was too much for the County to handle at this time. Discussion followed. It was noted that the County could reapply at some later date for monies for alternative housing programs to help alleviate overcrowding in the jail.
