PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA
:Minute No. 9-P-88
Washington County Prison Board
Washington, PA, August 17, 1988
The Washington County Prison Board met for its monthly meeting in the
7th Floor Conference Room, Courthouse Square, Washington, Pennsylvania, with
the following members being present: Judge Gilmore; Commissioners Mascara,
Petrosky and Paluso; District Attorney Pettit; and Chief Deputy Sheriff
Littleton. Absent being: Controller Beharry. (NOTE: Controller Beharry and
Deputy Controller Cecchetti were attending the PSACC Convention.) Also being
present: Acting Warden Pelzer; Tina Dallatore, Chief Clerk; Stephanie Parish,
Assistant to Chief Clerk; Jim Jefferson, WJPA; Kathy Warco, Observer -Reporter;
and Pete Skirchak, Herald Standard.
Chairman Pettit called the meeting to order at approximately 11:35
a.m. and asked if there were any corrections, additions or omissions to Minute
Nos. 7-P-88 and 8-P-88, each member having received copies.
Moved by Mr. Petrosky, seconded by Mr. Mascara, that Minute Nos. 7-P-
88 and 8-P-88 be approved as written. Motion carried unanimously by the Board
signifying their approval by stating "Aye".
Warden's Report:
Acting Warden Pelzer presented to the Board the following information:
Income from other units for the maintenance of prisoners for July:
No monies received
Total Work Release and Weekenders:
Weekenders billed $ 890.00 Received $ 830.00
Work Release billed $1,695.00 $1,561.00
TOTAL $2,585.00 $2,391.00
No monies were received from Resource and Investigations.
$115.00 was turned over to Clerk of Courts for collection.
Status of prisoners confined at the end of July, 1988:

Moved by Mr. Mascara, seconded by Mr. Petrosky, to accept the Warden's
Report as per above. Motion carried unanimously by the Board signifying their
approval by stating "Aye".

BILLS:
The bills for the month of July totaling $20,208.31 were presented to
the Board for their consideration and approval. Several notations were made.
(See list of bills attached hereto and made a part hereof.)
Moved by Mr. Littleton, seconded by Mr. Petrosky, approving the
payment of the bills as per above. Motion carried unanimously by the Board
signifying their approval by stating "Aye". (NOTE: Commissioner Paluso
abstained on the invoice of Dr. Eugene Paluso.) The Commissioners "yes" votes
were cast with the caveat that the Controller is tracking the bills to make
sure the items are not exceeding the $4,000.00 bid requirement. (For further
reference, see blanket caveat on p. 278.)

11:45 a.m. Meeting recessed in order to hold an executive session relating to
personnel matters.
12:10 p.m. Meeting reconvened.
Moved by Mr. Mascara, seconded by Mr. Littleton, to recess the meeting
until tomorrow (Thursday, August 18) immediately following the meeting of the
Board of Commissioners which begins at 10:00 a.m. Motion carried unanimously
by the Board signifying their approval by stating "Aye".
12:15 p.m. - Meeting recessed.
The Prison Board meeting reconvened on Thursday, August 18, 1988, at
approximately 10:45 a.m. in the Public Meeting Room, Courthouse Square,
Washington, Pennsylvania, with the following members being present: District
Attorney Pettit; Commissioners Mascara, Petrosky and Paluso; and Chief Deputy
Sheriff Littleton. Absent being: Judge Gilmore and Controller Beharry.
(NOTE: Controller Beharry and Deputy Controller Cecchetti were attending the
PSACC Convention.) Also being present: Chief Clerk Dallatore; Acting Warden
Pelzer; Judith Costa Sasselli, Controller's Office; Kathy Warco, Observer -
Reporter; Jim Jefferson, WJPA; and Pete Skirchak, Herald Standard.
Chairman Pettit stated that it is the recommendation of the Committee
that the Prison Board recommend to the Salary Board the appointment of Acting
Warden Joe Pelzer as permanent Warden.
Moved by Mr. Paluso, seconded by Mr. Mascara, to recommend to the
Salary Board the appointment of Acting Warden Joe Pelzer as permanent Warden.
Motion carried unanimously by the Board signifying their approval by stating
