Washington County Prison Board
Washington, Pa., September 14, 1988
The Washington County Prison Board met for its monthly meeting in the
Washington County Jail, Washington, Pennsylvania, with the following members
being present: Judge Gilmore; Commissioners Mascara and Petrosky; District
Attorney Pettit; Controller Beharry and Sheriff Fazzoni. Absent being:
Commissioner Paluso. Also being present: Executive Assistant DuJordan; Warden
Pelzer; Linda Hands, Clerk -Steno II; Terry Warco, Observer -Reporter; and Alex
Echard, representative of Felice Associates.
Chairman Pettit called the meeting to order at approximately 11:40
a.m.
Warden's Report:
Warden Pelzer presented to the Board the following information:
Income from other units for the maintenance of prisoners for
August:

Total Work Release and Weekenders:
Weekenders billed $ 650.00 Received $ 680-00
Work Release billed $1,635.00 $1,555.00
TOTAL $2,285.00 $2,235.00
No monies were received from Resource and Investigations.
$40.00 was turned over to Clerk of Courts for collection.

Sheriff transported 14 inmates
Warden Pelzer brought up the matter of the requirement for the Warden
to post a bond for his performance in accordance with the Penal Code. He made
reference to correspondence dated April 19, 1988, from Assistant Solicitor
Emery relative to this matter. The Board questioned whether or not this bond
requirement would be covered under the County's blanket policy. Commissioner
Mascara suggested that the Director of Administration contact the County's
insurance broker to find this out.

Moved by Ms. Beharry, seconded by Mr. Fazzoni, that if the blanket
bond does not cover the Warden for purposes required in the Code, that the
Prison Board recommend to the Commissioners that such a bond be purchased in
the amount of $10,000. Motion carried unanimously by the Board signifying
their approval by stating "Aye".
Moved by Mr. Mascara, seconded by Mr. Fazzoni, to approve the Warden's
Report as per above. Motion carried unanimously by the Board signifying their
pproval by stating "Aye".
Approval of Minutes:
Moved by Mr. Fazzoni, seconded by Mr. Mascara, that Minute No. 9-P-88
be approved as written. Motion carried by the Board members signifying their
pproval by stating "Aye". Ms. Beharry abstained due to the fact that she was
of in attendance at that meeting.
Ms. Beharry noted a correction on page 293 regarding the blanket
caveat for the monthly bills. She stated that the correct page is 278. Moved
by Ms. Beharry, seconded by Mr. Fazzoni, approving the correction as per above.
Motion carried unanimously by the Board signifying their approval by stating
if Aye •• .
Bills:
Controller Beharry presented to the Board for their consideration and
approval the bills for the month of August in the amount of $17,820.03.
(See list of bills attached hereto and made a part hereof.)
Ms. Beharry made reference to the gas bills discussed at last month's
meeting and noted that Mr. Zibrida suggested that the gas bills be split 50/50
between the Courthouse and Jail because there really is no information
available to generate a better proportion of those bills. Moved by Mr.
Petrosky, seconded by Mr. Fazzoni, approving the payment of the bills. Judge
Gilmore questioned the invoice from the National Rifle Association. Warden
Pelzer explained that the Jail's membership to the NRA enables all of their
firearms training to be approved and registered with the NRA along with the
annual certification of Captain Hammett as a qualified instructor. It was
noted that the NRA was included on the County's approved list of associations
and organizations concerned with governmental affairs by the Board of
Commissioners at its meeting on May 14, 1987 (Per Minute #162). Some
discussion followed. Motion carried unanimously by the Board signifying their
approval by stating "Aye"'.

Ms. Beharry brought up the matter of the In -Home Incarceration
Program. She felt that the Board should take a closer look at the pro's and
con's of the program before abandoning the idea. Commissioner Petrosky
explained that the program has not been given up completely - only for this
year - and that possibly the County would re -apply next year for funding. A
lengthy discussion followed.
It was noted for the record that Acting Deputy Warden John Temas was
named Deputy Warden at the last Salary Board meeting at the recommendation of
the Warden.
11:55 a.m. - Meeting recessed for the purpose of holding an executive session
relative to personnel issues.
12:45 a.m. - Meeting reconvened.
As a result of the discussions held during the executive session,
Chairman Pettit entertained that a motion be made. Moved by Mr. Mascara,
seconded by Ms. Beharry, that a policy be set in matters where there is a
potential investigation into an incident that has occurred in the Washington
County Jail and that this policy be drafted and presented to the Board for
future consideration. Motion carried unanimously by the Board signifying their
approval by stating "Aye". It was directed that this matter be referred to the
County Solicitor's Office for the drafting of a policy.
Moved by Ms. Beharry, seconded by Mr. Petrosky, that also as a result
of the discussions held during the executive session, that a hearing date be
established on the same day as the next Prison Board meeting (October 12th) for
the purpose of reviewing the alleged incident that occurred on June 1st at the
Jail involving a Correctional Officer who has been suspended pending the
outcome of the hearing. Motion carried unanimously by the Board signifying
their approval by stating "Aye".
There being no further business, Chairman Pettit declared the meeting
adjourned at approximately 12:50 p.m.
