HomeMy WebLinkAboutCOMM - Meeting Minutes - 11-P-88 - 10-12-1988 - PRISON BOARD30A PRISON BOARD MINUTE BOOK WASHINGTON COUNTY, PENNSYLVANIA inute No. 11-P-88 Washington County Prison Board Washington, Pa., October 12, 1988 The Washington County Prison Board met for its monthly meeting in the th Floor Conference Room, Courthouse Square, Washington, Pennsylvania, with he following members being present: Judge Gilmore; Commissioners Mascara and etrosky; District Attorney Pettit; Controller Beharry; and Chief Deputy heriff Littleton. Absent being: Commissioner Paluso. Also being present: xecutive Assistant DuJordan; Warden Pelzer; Linda Hands, Clerk -Steno II; Jim efferson, WJPA; Linda Ritzer, Observer -Reporter; and Pete Skirchak, Herald- tandard. Chairman Pettit called the meeting to order at approximately 11:45 a.m. and noted that approval of Minute No. 10-P-88 would be held in abeyance to give the members an opportunity to review them. Moved by Ms. Beharry, seconded by Mr. Littleton, to hold approval of the minutes in abeyance. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden's Report; 3i 11 s: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for September: Greene County $ 385.00 Total Work Release and Weekenders: Weekenders billed $ 720.00 Received $ 665.00 Work Release billed $2,010.00 $1,932.00 TOTAL $2,730.00 $2,597.00 No monies were received from Resource and Investigations. $15.00 was turned over to Clerk of Courts for collection. Status of prisoners confined at the end of September 1988: MALES FEMALES TOTAL Sentenced prisoners 90 7 97 Unsentenced prisoners so 4 54 Unsentenced prisoners (waiting for trial) 44 3 47 Unsentenced prisoners (waiting for sentence) 7 0 7 TOTAL PRISONERS 191 14 205 Work Release prisoners 36 1 37 Weekender prisoners 18 1 19 No. of Inmates doctor saw 85 6 91 Sheriff transported 14 inmates Controller Beharry presented to the Board for their consideration and approval the bills for the month of September in the amount of $11,156.30. (See list of bills attached hereto and made a part hereof.) s. Beharry noted that there are several bid invoices related to the Jail which I f� I for this period of time have not been prepared. She stated that due to ;vacation time, sick days, holiday and the denial of overtime, the person in her office responsible for preparing these invoices was not able to do so. 306 MINUTE BoOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA G Discussion followed between Ms. Beharry and Commissioners Mascara and Petrosky. Moved by Mr. Littleton, seconded by Ms. Beharry, approving the payment of the bills for the month of September. Motion carried unanimously by the Board signifying their approval by stating "Aye". The Commissioners "yes" votes were cast with the caveat that the Controller is: tracking the bills to make sure the items are not exceeding the $4,000.00 bid requirement. (For further reference, see blanket caveat on p. 278.) OUTSTANDING REIMBURSEMENTS Reimbursable September Medical -0- Reimbursable September Maintenance $ 385.00 TOTAL $ 385.00 Outstanding Reimbursable Medical $ 770.96 Outstanding Reimbursable Maintenance 1,536.75 TOTAL $2,307.71 Total Medical Outstanding Reimbursement $ 770.96 Total Maintenance Outstanding Reimbursement 1,921.75 TOTAL $2,692.71 lold Business: Chairman Pettit noted that the hearing scheduled for today for Correctional Officer Magruda was postponed at the request of Mr. Magruder's attorney, Mr. Pangburn, who had a conflicting scheduled appointment before the Supreme Court. Discussion followed. The Board agreed on October 24th at 1:00 p.m. as the hearing date. Chairman Pettit questioned the Board members on whether or not a transcriber should be present at the Magruda hearing. Discussion followed. It was suggested that Mr. Pettit contact Mr. Echard of Felice Associates regarding this matter. (Commissioner Petrosky left the meeting.) Further discussion was held as to whether the Board intended to hold a 1"hearinq" or "fact-finding session" on the Magruda matter. it was the lconsensus of the Board members that they did not intend to hold a "hearing", ut only to conduct a "fact-finding session". They did not intend to call itnesse2 or take testimony. Chairman Pettit stated that he would so notify r. Pangburn and Mr. Echard and inform Mr. Pangburn to have Mr. Magruda appear long With himself as counsel and that no witnesses would be called. ther Business: Chairman Pettit also brought to the Board's attention the matter Tegarding a complaint filed by inmate William A. Ross against the Prison Board members. It was noted that Assistant Solicitor Melenyzer is handling this matter. Discussion was held on the matter of the Acceptance of Service of this complaint by the individual Board members. Chairman Pettit stated that he could notify the Court that his Acceptance of Service was on behalf of the 4hole Prison Board.
