Washington County Prison Board
Washington, Pa., November 9, 1988
The Washington County Prison Board met for its monthly meeting in the
7th Floor Conference Room, Courthouse Square, Washington, Pennsylvania, with
the following members being present: Judge Gilmore; Commissioners Mascara
Petrosky and Paluso; District Attorney Pettit; Controller Beharry; and Chief
Deputy Sheriff Littleton. Also being present: Warden Pelzer; Linda Hands,
Clerk -Steno II; Jim Jefferson, WJPA; Pat Ponticel, Observer -Reporter; and Pete
Skirchak; Herald -Standard; and Correctional Officer Bob Valentine.

Warden's Report:
Warden Pelzer presented to the Board the following information:
Income from other units for the maintenance of prisoners for
October:
U.S. Marshals $ 757.50 s
Greene County $ 840.00
TOTAL $1,597.50
Total Work Release and Weekenders:
Weekenders billed $ 650.00 Received $ 635.00
Work Release billed $1,665.00 $1,444.00
TOTAL $2,315.00 $2,079.00
$70.50 was received from Resource and Investigations.
$15.00 was turned over to Clerk of Courts for collection. I

Approval of Minutes:

Ms. Beharry noted that the use of the word "hearing" in Minute No. 10-
P-88 was clarified in Minute No. 11-P-88 dated October 12, 1988 with the phrase
"fact-finding session".

Moved by Mr. Mascara, seconded by Mr. Petrosky, approving Minute No.
10-P-88 as written. Motion carried unanimously by the Board signifying their
approval by stating "Aye".

11-P-88 as written. Motion carried unanimously by the Board signifying their
approval by stating "Aye".
It was noted that Minute No. 12-P-88 would be held in abeyance.

Bills:
Controller Beharry presented to the Board for their consideration and
approval the bills for the month of October in the amount of $11,039.05. Ms.
Beharry indicated that included in this month's and last month's bills were
invoices submitted by Greater Washington Radiologist. She noted that it was
her understanding that her office was waiting for approval by the Board of
Commissioners of a fee schedule for services provided by ambulances and certain
other medical services whereby there are standard fees. She noted that these
disbursements will be made pending the receipt of the approved fee schedule in
some form. A discussion followed. The Commissioners stated that they will
discuss this matter with the Solicitor. Moved by Mr. Littleton, seconded by
Mr. Petrosky, approving the payment of the bills for the month of October.
Motion carried by the Board signifying their approval by stating "Aye". Ms.
Beharry abstained.

1:55 p.m. - Meeting recessed for an Executive Session to discuss personnel
matters.
3:20 p.m. - Meeting reconvened.

Chairman Pettit explained to the news media that during the Executive
Session, the Board interviewed some of the employees that the Board felt might
have some additional knowledge concerning the incident that took place at the
Jail that led to the suspension of Patsy Magruda. He also noted that the Board
reviewed a proposal that it received from Mr. Pangburn, Mr. Magruda's attorney,
as to how the situation might be resolved. He stated that at this point in
time the suspension is continuing as there is some additional information that
some members of the Board feel that they would like to have before they're in a
position to make any final decisions. Also, the Board has suggested that the
Chairman continue to confer with Mr. Pangburn concerning his proposal to
determine whether or not there's a viable alternative to this problem.

There being no further business, Chairman Pettit declared the meeting
djourned at approxoimately 3:21 p.m.
