Washington County Prison Board
Washington, Pa., January 30, 1989
NOTE: A 5-minute executive session was held prior to this meeting.
A Special Meeting of the Prison Board was held at approximately
2:35 p.m. in the Commissioners' Conference Room, Courthouse Square, Washington,
Pennsylvania, with the following members being present: Judge Gilmore;
Commissioners Mascara, Petrosky and Paluso; District Attorney Pettit; Sheriff
Fazzoni; and Controller Beharry. Also being present: Warden Pelzer; Linda
Hands, Clerk -Steno IT; Pete Skirchak, Herald -Standard; Kathi Warco, O-R; Scott
Herrington, WJPA; Attorney Pangburn and Patsy Magruda, Correctional Officer IT.
Chairman Petrosky noted that this was a special meeting duly called
and advertised to convey the resolution of the matter involving Correctional
Officer Magruda at the Washington County Jail.
Commissioner Petrosky stated the Washington County Prison Board has
been gathering information to determine the appropriate action regarding
Correctional Officer Magruda. After interviewing numerous witnesses and
considering Correctional Officer Magruda's past record and performance of
duties at the Washington County Jail, the following items were proposed to
11-orre--tional Officer Magruda and his attorney:
1. An 8-month suspension.
2. There will be no back pay.
There will be no outstanding grievances relative to this issue.
4. Mr. Magruda will return to work as a Correctional Officer II.
Chairman Petrosky noted that this proposal was made to Correctional
Officer Magruda and his attorney by an individual selected by the Prison Board
to negotiate the position and it was accepted last week. Moved by Mr. Fazzon4,
seconded by Mr. Mascara, to accept the above -mentioned items. Motion carried
unanimously by the Board signifying their approval by stating "Aye".
This matter i2 now closed.
It was noted that the Board would not tolerate discrimination in any
nature regarding Correctional Officer Magruda's return to employment at the
Jail.
There being no further business, Chairman Petrosky declared the
meeting adjourned at approximately 2:45 p.m.
