PENNSYLVANIA 'Minute No. 6-P-89 Washington County Prison Board Washington, Pa., May 24, 1989 The Washington County Prison Board met for its monthly meeting in the 7th Floor Conference Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso; Controller Beharry; Ferdal Littleton, Chief Deputy Sheriff; and listrict Attorney Pettit. Absent being: Judge Gilmore. Also being present: larden Pelzer; Linda Hands, Clerk -Steno II; Scott Herrington, WJPA; Kathy larco, Observer -Reporter; and Pete Skirchak, Herald -Standard. Chairman Petrosky called the meeting to order at approximately .1:40 a.m. and asked if there were any corrections, additions or omissions to linute No. 5-P-89, each member having received a copy. Moved by Ms. Beharry, :econded by Mr. Littleton, that Minute No. 5-P-89 be approved as written. lotion carried unanimously by the Board signifying their approval by stating `Aye" . larden's Report: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for April: U. S. Marshals $ 773.50 Greene County 1,050.00 U. S. Navy 238.00 U.S. Immigration 238.00 TOTAL $2,299.50 Total Work Release and Weekenders: Weekenders billed $ 680.00 Received $ 640.00 Work Release billed $1,260.00 $1,090.00 TOTAL $1,940.00 $1,730.00 Received $55.00 from Clerk of Courts. $45.00 was turned over to Clerk of Courts for collection. Status of prisoners confined at the end of April 1989: MALES FEMALES TOTAL Sentenced prisoners 48 2 50 Work Release 35 0 35 Weekender prisoners 34 4 38 Unsentenced Awaiting trial 61 4 65 Awaiting sentencing 5 0 5 TOTAL PRISONERS 183 10 193 No. of inmates doctor saw 117 8 125 New Admissions doctor saw 40 Sheriff transported 21 inmates Warden Pelzer reported that the average daily population has dropped onsiderably due to: (1) prisoners being able to make bond and parole; (2) moving inmates around with other institutions; and (3) cooperation with the role board by moving out some of their parole violators to the penitentiary. 1 7 1 MINUTE BOOK 326 PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA '_" w_ Mr. Pelzer also reported to the Board that due to a recent incident, 1 1 he did not issue any weekend furloughs this past weekend and that a new furlough procedure has been instituted. He explained that the inmates will be 3 furloughed by attrition, with the inmates sentenced to the least serious crimes and having the most time served being released first. Discussion followed regarding the furlough and work release programs and the procedures followed for each program. Mr. Pelzer noted that at the next Prison Board meeting, a representative from Neilan Engineers would be present to explain plans for the renovation work to be done on the entrance way to the Jail. Bills Controller Beharry presented to the Board for their consideration and approval the bills for the month of April in the amount of $23,666.84. (See list of bills attached hereto and made a part hereof.) Moved by Mr. Littleton, seconded by Mr. Pettit, approving the payment of the bills as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye." The Commissioners "yes" votes were cast with the caveat that the Controller is tracking the bills to make sure the items are not exceeding the $4,000.00 bid requirement. (For further reference, see blanket caveat on page 278.) He noted some of the deficiencies cited in the report. Warden Pelzer outlined his responses to the deficiencies. He stated that he will have the responses typed and sent to Harry Wilson, Director of Special Services, Pennsylvania Department of Corrections, and will also forward'' a copy to the Board members. A brief discussion was held regarding contraband entering the Jail. It was noted that mesh is used on the windows. Mr. Littleton suggested more lighting in the Court yard of the Jail. Chairman Petrosky requested Warden Pelzer to look into this matter. 32�7 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY. PENNSYLVANIA it _a 39N9HA:-Pa Ms. Beharry brought to the Board's attention a letter received from Mr. Rockovich, Adult Probation Director, relative to an on -site drug testing demonstration scheduled in Pittsburgh on June 5-7. Ms. Beharry suggested that Mr. Pelzer attend on behalf of the Prison Board to determine if this type of testing would be feasible at the Jail. A brief discussion followed.
