HomeMy WebLinkAboutCOMM - Meeting Minutes - 8-P-89 - 7-12-1989 - PRISON BOARD3 Zinute No. 8-P-89 Washington County Prison Board Washington, Pa., July 12, 1989 The Washington County Prison Board met for its monthly meeting in the nth Floor Conference Room, Courthouse Square, Washington, Pennsylvania, with :.he following members being present: Judge Gladden; Commissioner Petrosky; =ontroller Beharry; and Sheriff Fazzoni. Absent being: Commissioners Mascara and Paluso; and District Attorney Pettit. Also being present: Warden Pelzer; Linda Hands, -Clerk -Steno II; Kathy Warco, Observer -Reporter; and Pete 3kirchak, Herald -Standard. Chairman Petrosky called the meeting to order at approximately 11:35 a.m. and asked if there were any corrections, additions or omissions to Minute No. 7-P-89, each member having received a copy. Moved by Ms. Beharry, seconded by Mr. Fazzoni, that Minute No. 7-P-89 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden's Report: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for June: U.S. Marshals $ 862.75 Total Work Release and Weekenders: Weekenders billed $ 710.00 Received $ 590.00 Work Release billed $1,050.00 970.00 TOTAL $1,760.00 $1,560.00 Received no monies Clerk of Courts. $75.00 was turned over to Clerk of Courts for collection. Status of prisoners confined at the end of June 1989: MALES FEMALES TOTAL Sentenced prisoners 54 4 58 Work Release 20 1 21 Weekender prisoners 37 1 38 Unsentenced Awaiting trial 43 3 46 Awaiting sentencing 7 0 7 TOTAL PRISONERS 161 9 170 No. of inmates doctor saw 138 12 150 New Admissions doctor saw 44 Sheriff transported 14 inmates Warden Pelzer reported to the Board on the recent suicide that occurred on July 6th at the Jail involving inmate K. Soltis. Warden Pelzer noted that he sent copies of the report to all members of the Prison Board and that the State Police have finished their investigation of the matter. Warden Pelzer noted that the emergency procedures that had been adopted by the Prison Board were followed exactly in this situation. It was further noted that there was no negligence on the part of the ,fail guards and that the suicide was an unfortunate, unavoidable incident. More discussion was held between Warden Pelzer and Controller Beharry as to the procedures followed in calling an ambulance. 1 1 1 JJ 1 PRISON BOARD Bills: Controller Beharry presented to the Board for their consideration and approval the bills for the month of June in the amount of $12,459.51. (See list of bills attached hereto and made a part hereof.) Moved by Mr. Fazzoni, seconded by Judge Gladden, approving the payment of the bills as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye." Commissioner Petrosky's "yes" vote was cast with the caveat that the Controller is tracking the bills to make sure the items are not exceeding the $4,000.00 bid requirement. (For further reference, see blanket caveat on page 278.) Ms. Beharry reported to the Board concerning a number of outstanding medical and maintenance reimbursements owed to the County by various agencies, namely, U. S. Marshals and Lawrence County (approximately $6,059.00) for housing of inmates. She noted that some of these bills date back to late last year. She questioned Warden Pelzer on what efforts are made to ensure these payments. Warden Pelzer pointed out he was unaware that monies were owed and would look into the matter. A brief discussion was held. Ms. Beharry also brought to the Board's attention the matter regarding Washington Ambulance and Chair Service and discussion that was held at last month's meeting with reference to outstanding bills from this provider (approximately $3,500.00). Ms. Beharry stated that it appears that several of the invoices that are listed on the statements from Ambulance and Chair were returned to them because there is insurance to cover the services provided by them. Discussion followed relative to the billing procedures. It was suggested that the invoices be billed in the name of the inmate in care of the County. 33' MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA There being no further business, Chairman Petrosky declared the meeting adjourned at approximately 12:00 Noon.
