HomeMy WebLinkAboutCOMM - Meeting Minutes - 13-P-89 - 12-13-1989 - PRISON BOARDMINUTE BoOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA 346 1 J 1 Minute No. 13-P-89 Washington County Prison Board Washington, Pa., December 13, 1989 The Washington County Prison Board met for its monthly meeting in the Washington County Jail, Washington, Pennsylvania, with the following members being present: Judge Gladden; Commissioners Mascara, Petrosky and Paluso; Controller Beharry; District Attorney Pettit; and Chief Deputy Sheriff Littleton. Also being present: Warden Pelzer; Linda Hands, Clerk -Steno II; Kathy Warco, Observer -Reporter; Jim Jefferson, WJPA; and Pete Skirchak, Herald - Standard. Chairman Petrosky called the meeting to order at approximately 11:35 a.m. and asked if there were any corrections, additions or omissions to Minute No. 12-P-89 , each member having received a copy. Moved by Mr. Mascara, seconded by Mr. Littleton, that Minute No. 12-P-89 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden's Report: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for November: No monies received. Total- Work Release and Weekenders: Weekenders billed $1,190.00 Received $1,220.00 Work Release billed $1,875.00 $1,835.00 TOTAL $3,065.00 $3,055.00 Received no monies from Clerk of Courts. $25 was turned over to the Clerk of Courts for collection Status of prisoners confined at the end of November 1989: MALES FEMALES TOTAL Sentenced prisoners 52 4 56 Work Release 33 4 37 Weekender prisoners 21 2 23 Unsentenced prisoners Awaiting trial 53 2 55 Awaiting sentencing 3 1 4 TOTAL PRISONERS 162 13 175 No. of inmates doctor saw 96 10 106 New commitments doctor saw 35 Repeat patients doctor saw 71 Sheriff transported 44 inmates Warden Pelzer provided to the Board a breakdown of estimated costs ($8,470.00) and items needed in order to increase the main jail capacity to a sufficient size in order to empty the cafeteria and recreation areas. Commissioner Mascara reported that he has been contacted by Commissioner Tom Foerster from Allegheny County regarding proposed legislation which would further exacerbate the Jail overcrowding problem because the proposed bill calls for jail terms (1-2 years) in cases of drug possession. 347 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Chairman Petrosky noted the receipt this morning of a FAX from PSACC asking that the Commissioners lobby certain senators in Harrisburg to put an attachment to proposed legislation (H.B. 1274) that would restore a provision that all sentences under the bill are to be served in State facilities. (Mr. Pettit entered the meeting) More discussion followed regarding the impact this legislation would have on the population at the jail and court system (i.e., trials, more judges and staff, etc.) Commissioner Mascara noted that the Commissioners would lobby to make sure the legislators know exactly how we feel regarding this legislation. Moved by Mr. Mascara, seconded by Mr. Paluso, approving the Warden's Report as submitted. Motion carred unanimously by the Board signifying their approval by stating "Aye". (Ms. Beharry entered the meeting) Bills: Controller Beharry presented to the Board for their consideration and approval the bills for the month of November in the amount of $34,245.69. Moved by Ms. Beharry, seconded by Judge Gladden, approving the bills for the month of November as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) The Commissioners' "yes" votes were cast with the caveat that the Controller is tracking the bills to make sure the items are not exceeding the $4,000.00 bid requirement. (For further reference, see blanket caveat on page 278.) Ms. Beharry explained that her office has been working diligently at this point to verify that the prisoners who were taken to the hospital do not have any insurance whatsoever. Therefore, these monies are not recoverable. Discussion followed concerning these hospitalization costs. 1 1 11 3% MINUTE PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Chairman Petrosky noted for the Board's information that the Board of Commissioners will authorize the bidding for the entrance way of the jail at their public meeting tomorrow. Commissioner Mascara added that the Director of Planning will advise the Commissioners as to whether or not we should have a professional engineering firm or someone who has design capabilities to draw up the formal bid specifications and documents.
