HomeMy WebLinkAboutCOMM - Meeting Minutes - 1-P-90 - 1-10-1990 - PRISON BOARD349' _T11NUTE BoOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 1-P-90 Washington County Prison Board Washington, Pa., January 10, 1990 The Annual Reorganization and monthly meeting of the Washington County Prison Board met in the Commissioners' Conference Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Judge Gilmore; Commissioners Mascara, Petrosky and Paluso; Controller Belcastro; District Attorney Pettit; and Sheriff Fazzoni. Also being present: Warden Pelzer; Linda Hands, Clerk -Steno II; Kathy Warco, Observer -Reporter; and Pete Skirchak, Herald -Standard. Presiding Chairman Petrosky called the meeting to order at approximately 11:40 a.m. and entertained motions for appointments to the positions of Chairman, Vice -Chairman and Secretary. Moved by Mr. Paluso, seconded by Mr. Fazzoni, to appoint Commissioner Mascara as Chairman of the Prison Board for 1990. Motion carried unanimously by the Board signifying their approval by stating "Aye". Moved by Mr. Mascara, seconded by Mr. Belcastro, to appoint Commissioner Paluso as Vice -Chairman of the Prison Board for 1990. Motion carried unanimously by the Board signifying their approval by stating "Aye". Moved by Mr. Fazzoni, seconded by Mr. Belcastro, to appoint Commissioner Petrosky as Secretary of the Prison Board for 1990. Motion carried unanimously by the Board signifying their approval by stating "Aye". At this time the meeting was turned over to Commissioner Mascara, newly elected Chairman of the Prison Board. Approval of Minutes: Chairman Mascara asked if there were any corrections, additions or omissions to Minute No. 13-P-89, each member having received a copy. Moved by Commissioner Paluso, seconded by Commissioner Petrosky, to approve Minute No. 13-P-89. Motion carried by the Board signifying their approval by stating Aye Controller Belcastro abstained. Warden's Report: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for December: No monies received. Total Work Release and Weekenders: Weekenders billed $ 690.00 Received $ 703.00 Work Release billed $1,155.00 $1,182.00 TOTAL $1,845.00 $1,885.00 Received no monies from Clerk of Courts. $60 was turned over to the Clerk of Courts for collection. 11 3�'O MINUTE 13 0 0 K PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Status of prisoners confined at the end of December 1989: MALES FEMALES TOTAL Sentenced prisoners 52 4 56 Work Release 21 0 21 Weekender prisoners 22 3 25 Unsentenced prisoners Awaiting trial 40 3 43 Awaiting sentencing 9 1 10 TOTAL. Motion carried unanimously by the Board signifying their approval by stating "Aye". (District Attorney Pettit entered the meeting.) Bills: Controller Belcastro presented to the Board for their consideration and approval the bills for the month of December in the amount of $19,813.81. Sheriff Fazzoni questioned the invoice from Bruno Plumbing ($210) for a commode. Warden Pelzer explained that it is an industrial type commode. Moved by Mr. Belcastro, seconded by Mr. Fazzoni, approving the bills for the month of December as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) The Commissioners' "yes" votes were cast with the caveat that the Controller is tracking the bills to make sure the items are not exceeding the $4,000.00 bid requirement. (For further reference, see blanket caveat on page 278.) Hampton (Denies claim) May 1985 101.00 TOTAL OUTSTANDING $ 693.25 With reference to the medical bills, Judge Gilmore stated that he was under the impression that the Board was going to look into the matter of Medicaid or the Department of Public Welfare rates for inmates. A discussion followed. Judge Gilmore suggested possibly entering into an agreement with the Pennsylvania Department of Public Welfare that they will cover our prisoners, 3,51 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA then back bill the county in order that we can get their rates. Discussion was held on this matter. Sheriff Fazzoni pointed out that the Sheriff's Association has been working on legislation whereby the state would pay for these particular bills. More discussion followed. Chairman Mascara stated that he would have someone check into this matter. District Attorney Pettit brought to the Board's attention a special case that relates to what the Board was just discussing concerning medical expenses. He explained that he authorized extradition of an individual that is in Florida that defrauded a Washington County (Peters Township) company of about $47,000.00. He stated that the company requested that the County extradite him at the company's expense. Mr. Pettit went on to explain that just about the time the individual was to come back to Washington County he started to have chest pains. Mr. Pettit stated that his office is not sure of the diagnosis because the medical information is termed confidential, but the individual is saying that he needs a triple by-pass within the next few weeks. Mr. Pettit explained that he stopped the extradition, but the company wants to know what is going to happen with this individual. Discussion followed. It was agreed by the Board members that no decision could be made at this time until more information is available. Old Business: Commissioner Petrosky updated the Board on the status of the In -Home Incarceration Program. He stated that the Commissioners authorized the bidding of an electronic monitoring system and accepted a proposal from American Monitoring Sales Corporation of Media, Pennsylvania. Subsequently, it came to the County's attention that through the Pennsylvania Department of Crime and Delinquency, the County can receive a grant up to 50% of the costs as long as we don't implement the system before the Department gives approval. He stated that at this point the County is waiting for the March approval period to submit the application to the Pennsylvania Department of Crime and Delinquency for funding. Therefore, implementation of the program will not occur until after March instead of January as originally planned.
