HomeMy WebLinkAboutCOMM - Meeting Minutes - 2-P-90 - 2-28-1990 - PRISON BOARDMINUTE BOOK 3E2 PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 2-P-90 Washington County Prison Board Washington, Pa., February 28, 1990 The Washington County Prison Board met for its monthly meeting in the Commissioners' Conference Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Judge Gladden; Commissioners Mascara and Petrosky; Controller Belcastro and Sheriff Fazzoni. Absent being: Commissioner Paluso; and District Attorney Pettit. Also being present: Warden Pelzer; Linda Hands, Clerk -Steno II; Ed DuJordan, Executive Assistant; Kathy Warco, Observer -Reporter; and Jim Jefferson, WJPA. Approval of Minutes: Chairman Mascara called the meeting to order at approximately 11:40 a.m. and asked if there were any corrections, additions or omissions to Minute No. 1-P-90, each member having received a copy. Moved by Mr. Belcastro, seconded by Mr. Petrosky, that Minute No. 1-P-90 be approved as written. Motion carried unanimously by the Board signifying their approval by stating Warden's Report: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for January: No monies received. Total Work Release and Weekenders: Weekenders billed $ 970.00 Received $ 975.00 Work Release billed $1,815.00 $1,730.00 TOTAL $2,785.00 $2,705.00 Received no monies from Clerk of Courts. $95 was turned over to the Clerk of Courts for collection. Status of prisoners confined at the end of January 1990: MALES FEMALES TOTAL Sentenced prisoners 55 6 61 Work Release 37 2 39 Weekender prisoners 36 0 36 Unsentenced prisoners Awaiting trial 56 8 64 Awaiting sentencing 5 1 6 TOTAL PRISONERS 189 17 206 No. of inmates doctor saw 113 31 144 New commitments doctor saw 59 Repeat patients doctor saw 85 Sheriff transported 14 inmates Warden Pelzer advised the Board of the recent Annual Inspection Evaluation Report and noted that the jail was cited for various deficiencies. Mr. Pelzer stated that he has a reply ready to send to the Department of Corrections and distributed a copy of it to the Board members for their review. Chairman Mascara noted that if any of the Board members have any comments on the report, that they can be discussed at next month's meeting. 353. MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Commissioner Petrosky made some comments regarding Act 97 which requires drug testing prior to parole of state prisoners. Mr. Petrosky noted that it is the County's position, in conjunction with PSACC, that this cost should not be the County's responsibility and that it should be the responsibility of the State. He stated that this is another obligation that the State is pushing an to the counties. Discussion followed. Chairman Mascara commented that he felt the counties would not object to this mandate if the State would give counties the monies to do it. Warden Pelzer distributed to the Board members a copy of Act 97. He commented on some of the recommendations made by PSACC: (1) that all county jails refuse to accept technical violators unless the State Board of Probation and Parole agrees to pay for the Act 97 drug tests; and (2) that counties bill the State Board of Probation and Parole for the costs of drug tests for state parole violators with new criminal charges. More discussion was held. Commissioner Petrosky noted that he would do some basic research on Act 97 and then report back to the Board on his findings. Bills: Controller Belcastro presented to the Board for their consideration and approval the bills for the month of January in the amount of $13,416.99. Moved by Mr. Fazzoni, seconded by Judge Gladden, approving the bills for the month of January as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) The Commissioners' "yes" votes were cast with the caveat that the Controller is tracking the bills to make sure the items are not exceeding the $4,000.00 bid requirement. (For further reference, see blanket caveat on page 278.)
