Minute No. 4-P-90
Washington County Prison Board
Washington, Pa., April 11, 1990
The Washington County Prison Board met for its monthly meeting in the
Commissioners' Conference Room, Courthouse Square, Washington, Pennsylvania,
with the following members being present: Judge Gilmore; Commissioners
Mascara, Petrosky and Paluso; Controller Belcastro; and Chief Deputy Sheriff
Littleton. Absent being: District Attorney Pettit. Also being present:
Warden Pelzer; Linda Hands, Clerk -Steno II; Kathy Warco, Observer -Reporter;
Pete Skirchak, Herald -Standard; and Scott Herrington, WJPA.
Approval of Minutes:
Vice -Chairman Paluso called the meeting to order at approximately
11:45 a.m. and asked if there were any corrections, additions or omissions to
Minute No. 3-P-90, each member having received a copy. Moved by Judge Gilmore,
seconded by Mr. Littleton, that Minute No. 3-P-90 be approved as written.
Motion carried unanimously by the Board signifying their approval by stating
,.Aye,..
Bills:
Controller Belcastro presented to the Board for their consideration
and approval the bills for the month of March in the amount of $47,022.62.
(Chairman Mascara entered the meeting.)
Moved by Mr. Paluso, seconded by Mr. Belcastro, approving the bills
for the month of March as per above. Motion carried unanimously by the Board
signifying their approval by stating "Aye". (See list of bills attached hereto
and made a part hereof.) The Commissioners' "yes" votes were cast with the
caveat that the Controller is tracking the bills to make sure the items are not
exceeding the $4,000.00 bid requirement. (For further reference, see blanket
caveat on page 278.)

*Discussion was held on the outstanding claims of Prison Transfer
and North Hampton. Warden Pelzer noted that he and Controller
Belcastro have discussed the matter of outstanding medical
reimbursements. He noted that these date back to 1985 and 1986
when Washington County was housing federal prisoners and the
County billed the federal government for medical expenses such as
prescriptions, etc. He stated that the federal government is of
the opinion that it is not required to reimburse the County for
these expenses which they feel should be included under prisoner
maintenance. The federal government will pay for extraordinary
medical expenses but not for prescriptions. Discussion followed.
Commissioners Mascara and Paluso commented that they feel prisoner
maintenance includes housing and food only, not medical expenses.
Chairman Mascara directed that Warden Pelzer furnish a copy of the
current contract between the County and the federal government to
the Solicitor's Office for review to determine who is responsible
for the payment of medical expenses.
Moved by Mr. Littleton, seconded by Mr. Petrosky, to authorize the
Controller to charge off the two outstanding claims of Prison Transfer
($235.25) and North Hampton ($101.00). Motion carried unanimously by the Board
signifying their approval by stating "Aye".
Warden's Report:
Warden Pelzer presented to the Board the following information:
Income from other units for the maintenance of prisoners for
March:
No monies received.
Total Work Release and Weekenders:
Weekenders billed $ 670.00 Received $ 680.00
Work Release billed $1,650.00 $1,590.00
TOTAL $2,320.00 $2,270.00
Received no monies from Clerk of Courts.
$140 was turned over to the Clerk of Courts for collection.

Warden Pelzer noted that the start-up date for the Home Detention/
Monitoring System should be Monday, April 16th.
Moved by Mr. Belcastro, seconded by Mr. Littleton, to accept the
Warden's Report as per above. Motion carried unanimously by the Board
signifying their approval by stating "'Aye".
OLD BUSINESS:
Chairman Mascara updated the Board concerning pending prison
construction funding legislation (H.B. 2116). He stated that counties had
originally requested a $400 million bond issue, but recently the Governor

agreed to -*100 million, which is inadequate. Chairman Mascara noted that there
is an amendment to that bill which provides for a $200 million grant program.
He stated that the amendment had some success in the House, but the Governor
keeps saying that he is going to veto it. Therefore, at this point, everything
is up in the air. He noted that the County Commissioners Association (PSACC)
recently testified before the Senate Committee. Some discussion followed.
There being no further business, Chairman Mascara declared the meeting
adjourned at approximately 12:00 Noon.
