Washington County Prison Board
Washington, Pa., September 12, 1990
The Washington County Prison Board met for its monthly meeting in the
Washington County Jail, Washington, Pennsylvania, with the following members
being present: Judge Gladden; Commissioners Mascara, Petrosky and Paluso;
Deputy Controller Amic; and Deputy Sheriff Littleton. Absent being: District
Attorney Pettit. Also being present: Warden Pelzer; Deputy Warden Temas;
Linda Hands, Clerk -Steno II; Linda Ritzer, Observer -Reporter; Jim Jefferson,
WJPA; and Pete Skirchak, Herald -Standard.
Chairman Mascara called the meeting to order at approximately
11:45 a.m and asked if there were any corrections, additions or omissions to
Minute No. 8-P-90, each member having received a copy. Moved by Mr. Littleton,
seconded by Mr. Paluso, that Minute No. 8-P-90 be approved as written. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
Warden's Report:
Warden Pelzer presented to the Board the following information:
Income from other units for the maintenance of prisoners for
August:
No monies were received.
Total Work Release and Weekenders:
Weekenders billed $1,360.00 Received $1,160.00
Work Release billed $3,390.00 $3,410.00
TOTAL $4,750.00 $4,570.00
$225.00 was turned over to the Clerk of Courts for collection.

Warden Pelzer noted that the follow-up inspection of the Jail by the
State Department of Corrections found that several deficiencies noted in a
previous report had been addressed. He also noted that the front entrance to
the Jail is now in full operation. With reference to the law library, Warden
Pelzer stated that it should be completed in the next day or so and that
Charles Stock, Law Librarian, will be stocking the law books.
Warden Pelzer also reported to the Board that the audit of the inmates
account has been completed by the Controller's Office.

Warden Pelzer informed the Board of the resignation of Jail Counselor
Robert Sherrow, who has accepted employment at W&J College.
Moved by Judge Gladden, seconded by Mr. Littleton, to accept the
Warden's Report. Motion carried unanimously by the Board signifying their
approval by stating "Aye".
Bills:
Deputy Controller Amic presented to the Board for their consideration
and approval the bills for the month of August in the amount of $25,578.13.
Mr. Paluso questioned the invoice for expenses for James Wood. Warden Pelzer
explained that Mr. Woods and Charles Stock traveled to Erie to pick up law
books that were donated from Erie County for the law library.
Deputy Controller Amic brought to the Board's attention a billing
problem his office has had with Washington Hospital. He noted that they have
been working with the hospital on a day-to-day basis to correct the billing
procedure that the hospital has been using.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the bills for
the month of August as per above. Motion carried unanimously by the Board
signifying their approval by stating "Aye". (See list of bills attached hereto
and made a part hereof.)
Legislation Update
Chairman Mascara noted that Act 114 of 1990 has been passed which
deals with pre-release drug testing. He stated that through the efforts of
this Board of County Commissioners and PSACC they voted to effectuate that Act
and now the Pennsylvania Board of Probation and Parole will be paying for those
drug tests. Discussion followed.
There being no further business, Chairman Mascara declared the meeting
adjourned at approximately 11:45 a.m.
