Minute No. 10-P-90
Washington County Prison Board
Washington, Pa., October 10, 1990
The Washington County Prison Board met for its monthly meeting in the
7th Floor Conference Room, Washington, Pennsylvania, with the following members
being present: Commissioners Mascara and Paluso; Controller Belcastro; Chief
Deputy Sheriff Littleton and District Attorney Pettit. Absent being: Judge
Gilmore and Commissioner Petrosky. Also being present: Warden Pelzer; Linda
Hands, Clerk -Steno II; Linda Ritzer, Observer -Reporter; and Jim Jefferson,
WJPA.
Chairman Mascara called the meeting to order at approximately
11:35 a.m.
Warden's Report:
Warden Pelzer presented to the Board the following information:
Income from other units for the maintenance of prisoners for
September:
No monies were received.
Total Work Release and Weekenders:
Weekenders billed $1,200.00 Received $1,135.00
Work Release billed $2,860.00 $2,910.00
TOTAL $4,060.00 $4,045.00
No monies were turned over to the Clerk of Courts for
collection.
Status of prisoners confined at the end of September, 1990:

Sheriff transported 18 inmates
Commissioner Paluso questioned Warden Pelzer on the Work Release and
Weekenders Report and asked who keeps track of who has paid and who has not
paid. Warden Pelzer explained that he, the Deputy Warden and the Captains do.
He explained that if they don't pay after one week, then the Jail automatically
revokes their work release or weekend status. Commissioner Paluso suggested to
Controller Belcastro that this should be audited at least twice a year if not
more often. Mr. Belcastro stated that he only has one auditor and at the
present time, his office is auditing the Magistrates and Row Offices but at
some point his office could do an audit of this account. More discussion
followed.

Moved by Mr. Belcastro, seconded by Mr. Littleton, to approve the
Warden's Report. Motion carried unanimously by the Board signifying their
approval by stating "Aye".
Bills:
Controller Belcastro presented to the Board for their consideration
and approval the bills for the month of September in the amount of $29,609.18.
Moved by Mr. Littleton, seconded by Mr. Paluso, approving the bills for the
month of September as per above. Motion carried unanimously by the Board
signifying their approval by stating "Aye". (See list of bills attached hereto
and made a part hereof.)
Avvroval of Minutes:
Chairman Mascara asked if there were any corrections, additions or
omissions to Minute No. 9-P-90, each member having received a copy. Moved by
Mr. Belcastro, seconded by Mr. Littleton, that Minute No. 9-P-90 be approved as
written. Motion carried unanimously by the Board signifying their approval by
stating "Aye".
Inspection Report of the Jail:
Chairman Mascara noted receipt of the Jail Inspection Report and
suggested that the Warden give the Board an overview of the report at the next
meeting.
Moved by Mr. Belcastro, seconded by Mr. Littleton, that the meeting be
adjourned. Motion carried unanimously by the Board signifying their approval
by stating "Aye".
The meeting adjourned at approximately 11:45 a.m.
