Minute No. 12-P-90
Washington County Prison Board
Washington, Pa., December 12, 1990
The Washington County Prison Board met for its monthly meeting in the
Washington County Jail, Washington, Pennsylvania, with the following members
being present: Judge Gilmore; Commissioners Mascara and Paluso; Deputy
Controller Amic; Sheriff Fazzoni. Absent being: Commissioner Petrosky and
District Attorney Pettit. Also being present: Warden Pelzer; Linda Hands,
Clerk -Steno II; Kathy Warco, Observer -Reporter; and Jim Jefferson, WJPA.
Chairman Mascara called the meeting to order at approximately
11:50 a.m.
Approval of Minutes:
Chairman Mascara asked if there were any corrections, additions or
omissions to Minute No. 11-P-90, each member having received a copy. Moved by
Mr. Fazzoni, seconded by Judge Gilmore, that Minute No. 11-P-90 be approved as,
written. Motion carried unanimously by the Board signifying their approval by
stating "Aye".
Warden's Report:
Warden Pelzer presented to the Board the following information:
Income from other units for the maintenance of prisoners for
No monies were received.
Total Work Release and Weekenders:
Weekenders billed $1,950.00 Received $2,115.00
Work Release billed $1,950.00 $2,820.00
TOTAL $3,900.00 $4,935.00
$160.00 was turned over to the Clerk of Courts for
collection.

Sheriff transported 21 inmates
Commissioner Mascara questioned Warden Pelzer as to how many prisoners
from the total amount of 189 could be transferred if the minimum security
facility across the street could accommodate 100. Some discussion was held
regarding what prisoners would qualify for the minimum security facility.

Warden Pelzer stated that they could probably transfer approximately 60,
including work release and weekenders. Discussion followed.
Moved by Mr. Fazzoni, seconded by Mr. Amic, to approve the Warden's
Report. Motion carried unanimously by the Board signifying their approval by
stating "Aye".
Bills:
Deputy Controller Amic presented to the Board for their consideration
and approval the bills for the month of November in the amount of $35,182.86.
Moved by Mr. Paluso, seconded by Mr. Fazzoni, approving the bills for the month
of November as per above. Motion carried unanimously by the Board signifying
their approval by stating "Aye". (See list of bills attached hereto and made a
part hereof.)
With reference to the invoice from Dr. Krosnoff, Commissioner Paluso
questioned Warden Pelzer as to what services were performed on inmate Isbell.
Warden Pelzer explained that this inmate was having problems with a hernia and
needed emergency surgery. Mr. Paluso also questioned the invoice from Redwood
Medical Lab and Warden Pelzer explained that this was for the required urine
tests for work release and weekenders. Some discussion followed on the Home
Detention Program.
Commissioner Mascara noted for the Board's information that PSACC,
the Board of Probation and Parole and one other group will make up the agencies
that will be reviewing the grants that will become available to help pay for
the new jail annex, Mr. Mascara noted that the County is on record as to its
intention to participate in this program. A brief discussion was held.
Moved by Mr.
Fazzoni,
seconded by Mr. Amic, that the meeting adjourn.
