PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA
Minute No. 1-P-91
Washington County Prison Board
Washington, Pa., Janaury 9, 1991
The Annual Reorganization and monthly meeting of the Washington County
Prison Board met in the Commissioners' Conference Room, Washington,
Pennsylvania, with the following members being present: Judge Gladden;
Commissioners Mascara, Petrosky and Paluso; Controller Belcastro; and Chief
Deputy Sheriff Littleton. Absent being: District Attorney Pettit. Also being
present: Warden Pelzer; Linda Hands, Clerk -Steno II; Kathy Warco, Observer -
Reporter; and Scott Herrington, WJPA.
Presiding Chairman Mascara called the meeting to order at
approximately 11:45 a.m. and entertained motions for appointments to the
positions of Chairman, Vice -Chairman and Secretary.
Moved by Mr. Petrosky, seconded by Judge Gladden, to appoint
Commissioner Paluso as Chairman of the Prison Board for 1991. Motion carried
unanimously by the Board signifying their approval by stating "Aye".
Moved by Mr. Mascara, seconded by Mr. Littleton, to appoint
Commissioner Petrosky as Vice -Chairman of the Prison Board for 1991. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
Moved by Mr. Paluso, seconded by Judge Gladden, to appoint Controller
Belcastro as Secretary of the Prison Board for 1991. Motion carried
unanimously by the Board signifying their approval by stating "Aye".
At this time the meeting was turned over to Commissioner Paluso, newly
elected Chairman of the Prison Board.
Approval of Minutes:
IChairman Paluso asked if there were any corrections, additions or
omissions to Minute No. 12-P-90, each member having received a copy. Moved by
Mr. Mascara, seconded by Mr. Petrosky, that Minute No. 12-P-90 be approved as
written. Motion carried unanimously by the Board signifying their approval by
stating "Aye".
Warden's Report:
Warden Pelzer presented to the Board the following information:
Income from other units for the maintenance of prisoners for
Mare,, I,__ .
No monies were received.
Total Work Release and Weekenders:
Work Release and Weekenders were billed $3,865.00
Work Release and Weekenders money received $2,675.00
$260.00 was turned over to the Clerk of Courts for
collection.

Moved by Mr. Belcastro, seconded by Mr. Littleton, to approve the
Warden's Report. Motion carried unanimously by the Board signifying their
approval by stating "Aye".
Bills:
Controller Belcastro presented to the Board for their consideration
and approval the bills for the month of December in the amount of $26,812.57.
Moved by Mr. Mascara, seconded by Mr. Petrosky, approving the bills for the
month of December as per above. Motion carried unanimously by the Board
signifying their approval by stating "Aye". (See list of bills attached hereto
and made a part hereof.)
With reference to the awaiting sentencing report, Commissioner Paluso
commented to Judge Gladden that he noticed that this number has been reduced
considerably and thanked Judge Gladden for his efforts in keeping the
population down. Some discussion followed.
Other Business:
Commissioner Paluso noted that he has read Controller Belcastro's
recent letter concerning the withholding of wages from prisoners sentenced to
weekends and/or work release and suggested that Controller Belcastro propose
some system that could be instituted in accordance with the County Code and
present it to the Board at the next meeting for consideration.
Commissioner Petrosky informed the Board that on January 4th the
Prison Task Force of the State Association of County Commissioners formulated
the final criteria in terms of the loan program and that it should be presented
to the State Legislature sometime in February or March for approval. He
explained that it basically outlines the criteria that counties will have to
comply with in terms of applying to the State for the 50% matching grant
relative to the construction and renovation of prisons. He also noted that the
regulations should be coming out very soon and will be available for review.

Commissioner Paluso added that the County already has sent a letter of intent
to the State indicating that it will apply for the grant once applications
become available. He also noted that the County will try to seek reimbursement
for costs already incurred in planning for a new facility.
Moved by Mr. Mascara, seconded by Mr. Belcastro, that the meeting
adjourn.
The meeting adjourned at approximately 11:55 a.m.
