PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA
Minute No. 2-P-91
Washington County Prison Board
Washington, Pa., February 13, 1991
The Washington County Prison Board met for its monthly meeting in the
Commissioners' Conference Room, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso; and
Controller Belcastro. Absent being: Judge Gilmore; District Attorney Pettit
and Sheriff Fazzoni. Also being present:. Warden Pelzer; Linda Hands, Clerk -
Steno II; Kathy Warco, Observer -Reporter; Jim Jefferson, WJPA; and Colleen
Gentilcore, Herald -Standard.
Approval of Minutes:
Chairman Paluso called the meeting to order at approximately 11:45
a.m. and asked if there were any corrections, additions or omissions to Minute
No. 1-P-91, each member having received a copy. Moved by Mr. Belcastro,
seconded by Mr. Petrosky, that Minute No. 1-P-91 be approved as written.
Motion carried unanimously by the Board signifying their approval by stating

Warden's Report:
Warden Pelzer presented to the Board the following information:
Income from other units for the maintenance of prisoners for
January:
$59.50 was billed to U.S. Immigration
Total Work Release and Weekenders:
Work Release and Weekenders were billed $4,560.00
Work Release and Weekenders money received $3,735.00
$80.00 was turned over to the Clerk of Courts for
collection.
Status of prisoners confined at the end of January, 1991:

Sheriff transported 21 inmates
Moved by Mr. Mascara, seconded by Mr. Belcastro, to approve the
Warden's Report. Motion carried unanimously by the Board signifying their
approval by stating of

and whether or not after almost a year if it is in fact cost effective. Warden
Pelzer explained that the program guidelines are very stringent and that the
jail is putting suitable inmates in that program as they are available.
Discussion was held regarding this matter.
Bills:
Controller Belcastro presented to the Board for their consideration
and approval the bills for the month of January in the amount of $44,847.26.
Moved by Mr. Mascara, seconded by Mr. Petrosky, approving the bills for the
month of January as per above. Motion carried unanimously by the Board
signifying their approval by stating "Aye". (See list of bills attached hereto
and made a part hereof.)
Other Business:
Commissioner Petrosky reported to the Board that the final draft
proposal for grants to be used for prison construction should be ready by the
end of this month. He pointed out that the proposal must then be approved by
the State Department of Corrections. A brief discussion followed.
