HomeMy WebLinkAboutCOMM - Meeting Minutes - 4-P-91 - 4-18-1991 - PRISON BOARD386 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA 406 Minute No. 4-P-91 Washington County Prison Board Washington, Pa., April 18, 1991 The Washington County Prison Board met for its monthly meeting in the Commissioners' Conference Room, Washington, Pennsylvania, with the following members being present: Judge Gladden; Commissioners Mascara, Petrosky and Paluso; Controller Belcastro; Sheriff Fazzoni and District Attorney Pettit. Also being present: Deputy Warden Temas; Linda Hands, Clerk -Steno II; Kathy Warco, Observer -Reporter; Jim Jefferson, WJPA; Colleen Gentilcore, Herald - Standard; and Barbara Loeper, WKEG. Approval of Minutes: Chairman Paluso called the meeting to order at approximately 9:40 a.m. and asked if there were any corrections, additions or omissions to Minute No. 3-P-91, each member having received a copy. Moved by Mr. Mascara, seconded by Mr. Belcastro, that Minute No. 3-P-91 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden's Report: Deputy Warden Temas presented to the Board the following information: Income from other units for the maintenance of prisoners for March: No monies were received. Total Work Release and Weekenders: Work Release were billed Weekenders were billed Amount received $3,270.00 $1,760.00 $4,212.00 $30.00 was turned over to the Clerk of Courts for collection. Status of prisoners confined at the end of March, 1991: MALES FEMALES TOTAL Sentenced prisoners 53 3 56 Weekend prisoners 24 3 27 Work Release 31 1 32 Home Detention Program 5 0 5 Unsentenced prisoners Awaiting trial 51 3 54 Awaiting sentencing 6 0 6 TOTAL PRISONERS 170 10 180 No. of inmates doctor saw 124 10 134 New commitments doctor saw 55 Repeat patients doctor saw 79 Sheriff transported 26 inmates Deputy Warden Temas noted that the Department of Corrections was at the jail to do its annual inspection and that the report should be released in a couple of weeks. Moved by Mr. Fazzoni, seconded by Mr. Petrosky, to approve the Warden's Report. Motion carried unanimously by the Board signifying their #I approval by stating Aye 3a7 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Bills Controller Belcaatro presented to the Board for their consideration and approval the bills for the month of March in the amount of �41fGQ4.Q5: Moved by Mr. Petrosky, seconded by Mr. Fazzoni, approving the bills for the month of March as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) Old Business: C,'ommiasioner Petrosky updated the Board on the proposal being submitted for a second -year funding request to PCCD with reference to the BlIE�>-jtronic Monitoring/Home Detention Program. He noted that this funding would be for an increase in the number of DUI prisoners (bracelets) from 5 to 20. A discussion followed on this matter. Commissioner Petrosky also brought to the Board's attention the matter concerning a meeting he had with Senator Stout and Representative Calai zo in Harrisburg on April Bth regarding drafting of proposed legislation for the Interlock System. A lengthy discussion followed. Commissioner Mascara noted that regarding the $200 million Jail Bond Issue, the County is still waiting for guidelines from the State and is also waiting for the architect to come up with final plans to submit. A brief discussion followed. New Business: Chairman Paluso addressed the matter of an anonymous letter that was submitted on March 22nd to Judge Gladden, District Attorney Pettit, the Board of Commissioners and the Washington Observer which alleged that Chief Deputy Sheriff Littleton used his county -owned Sheriff's Department car to drive a work release prisoner (Vincent Fazio) from the jail to his home and his job at a business owned by Mr. Littleton. Chairman Paluso stated that upon receipt of this anonymous letter, he requested the District Attorney to investigate the matter to determine if there was any substance to these allegations and if any criminal laws were violated. At the request of Chairman Paluso, Deputy Warden Temas explained to the Board how the work release program is presently conducted and, in this particular instance, if it was conducted in accordance with procedures. Discussion followed. The Board members concurred that the work release program is an excellent program but that the procedures need to be tightened. Chairman Paluso directed that the Warden review the work release program and submit a plan to improve its administration. He suggested that the Warden submit his plan to Judge Gladden and District Attorney Pettit by April 29th so that they can review it prior to the matter being presented to the Board at the May 8th meeting. MINUTE BOOK 388 PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA ON Commissioner Mascara suggested that the Jail Counselor conduct random checks on the work release prisoners. Chairman Paluso suggested that in the future an explanation of the work release program be given to a prisoner prior to letting him go on the work release program and that the Jail Counselor or someone go with the inmate to his job site for the first time and explain the program to the employer and inform the employer that if he gives a false report that he is subject to prosecution. 10:15 a.m. - Meeting recessed for the purpose of holding an Executive Session. 10:48 a.m. - Meeting reconvened. Chairman Paluso stated that the Board has determined that the work release program procedures in place were properly followed in this particular instance. He noted that the duty of the Prison Board is to decide procedures and methods of conducting the prison itself, and that, therefore, the matter of the investigation has been turned over to Sheriff Fazzoni and District Attorney Pettit for their legal perusal and determination of any wrongdoing.
