Minute No. 7-P-91
Washington County Prison Board
Washington, 'Pa.,'July 10, 1991
The Washington County Prison Board met for its monthly meeting in the
Commissioners' Conference Room, Courthouse Square Office Building, Washington,
Pennsylvania, with the following members being present: Judge Gilmore;
Commissioners Mascara, Petrosky and Paluso; and Controller Belcastro. Absent
being: Sheriff Fazzoni and District Attorney Pettit. Also being present:
Warden Pelzer; Lou Lignelli, Director of Administration; Francis Pettit,
Executive Assistant; Linda Hands, Clerk Steno II; Andrew MacBeth, Observer -
Reporter; and Colleen Gentilcore, Herald -Standard.
Approval of Minutes:
Chairman Paluso called the meeting to order at approximately 11:40
a.m. and asked if there were any corrections, additions or omissions to Minute
No. 6-P-91, each member having received a copy. Moved by Mr. Mascara, seconded
by Mr. Petrosky, that Minute No. 6-P-91 be approved as written. Motion carried
unanimously by the Board signifying their approval by stating "Aye".
Warden's Report:
Warden Pelzer presented to the Board the following
information:
Income from other units for the maintenance of prisoners for
June:
No monies were received.
Total Work Release and Weekenders:
Work Release were billed $3,840.00
Weekenders were billed $1,500.00
Amount received $4,416.00
$185.00 was turned over to the Clerk of Courts for
collection.
Status of prisoners confined at the end of June 1991:

Moved by Mr. Belcastro, seconded by Mr. Petrosky, to approve the
Warden's Report. Motion carried unanimously by the Board signifying their
approval by stating It

Bills:
Controller Belcastro presented to the Board for their consideration
and approval the bills for the month of June in the amount of $29,768.50.
Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the bills for the
month of June as per above. Motion carried unanimously by the Board signifying
their approval by stating "Aye". (See list of bills attached hereto and made a
part hereof.)
Old Business:
Regarding the In -Home Detention Program, Commissioner Petrosky gave an
update on the program and stated that the County has been awarded a grant from
the Pennsylvania Commission on Crime and Delinquency in the amount of $14,000
to continue this
program. He noted, however, that this money
would not be used
to expand the program
even though the initial application was
for an expansion
of the program.
Commissioner Petrosky stated that the County
will hold off or
an expansion of
the program until it can get a better funding
ratio. He
,
pointed out that
in order to get a better funding ratio, the
County has to
receive the State's
approval of its Intermediate Punishment Plan
which is in
the process of being prepared. Some discussion followed.
Lou Lignelli, Director of Administration, explained to the Board the
provisions of Act 193, the County Intermediate Punishment Act, Act 71, the
Prison Facilities Improvement Act, and Act 201, which provides authority to
judges to sentence to intermediate punishment. He stated that these
regulations establish procedures to be followed by counties for the
implementation of an intermediate punishment program, for qualification for
funding under Act 71, and for application for available funding to develop and
implement
intermediate punishment programs.
He
stated that
the County
is
developing
an Intermediate Punishment Plan
to be
submitted
to the State
in
order to qualify for funding from the State's $200M prison construction bond
issue to help finance construction of an annex to the County Jail. He noted
that the Plan has to be submitted by August 12th. A brief discussion followed.
Moved by Mr. Mascara, seconded by Mr. Petrosky, authorizing the
submission of a preliminary Intermediate Punishment Plan to the State. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
The Board discussed provisions of Act 201 and possible State funding
for institution of alternative incarceration programs. It was noted that these
programs require the cooperation of the Courts and the District Attorney.
Chairman Paluso noted that he had furnished to the Board members a
copy of PCCD's Interim Intermediate Punishment Regulations concerning Act 193,
known as the County Intermediate Punishment Act, and suggested that the Board
members review these prior to next month's meeting.
