WWL 0 '0 pl Minute No. 8-P-91 Washington County Prison Board Washington, Pa., August 14, 1991 The Washington County Prison Board met for its monthly meeting in the Commissioners' Conference Room, Courthouse Square Office Building, Washington, Pennsylvania, with the following members being present: Judge Gilmore; Commissioners Mascara, Petrosky and Paluso; Sheriff Fazzoni; and Controller Belcastro. Absent being: District Attorney Pettit. Also being present: Warden Pelzer; Stephanie Parish, Secretary; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; and Casey Swaney, Herald -Standard. Approval of Minutes: Chairman Paluso called the meeting to order at approximately 11:35 a.m. and asked if there were any corrections, additions or omissions to Minute No. 7-P-91, each member having received a copy. Moved by Mr. Belcastro, seconded by Mr. Mascara, that Minute No. 7-P-91 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". (Judge Gilmore entered the meeting.) Warden's Report: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for July: No monies were received. Total Work Release and Weekenders: Work Release were billed $5,220.00 Weekenders were billed $1,800.00 Amount received $6,735.00 No money was turned over to the Clerk of Courts for collection. Status of prisoners confined at the end of July 1991: MALES FEMALES TOTAL Sentenced prisoners 35 4 39 Weekend prisoners 27 1 28 Work Release 28 3 31 Home Detention Program 5 0 5 Unsentenced prisoners Awaiting trial 41 0 41 Awaiting sentencing 16 0 16 TOTAL PRISONERS 152 8 160 No. of inmates doctor saw 91 6 97 New commitments doctor saw 52 Repeat patients doctor saw 45 Sheriff transported 17 inmates Moved by Mr. Fazzoni, seconded by Mr. Belcastro, to approve the Warden's Report. Motion carried unanimously by the Board signifying their approval by stating "Aye". MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Bills: c. a--++ 4WJ - _ Controller Belcastro presented to the Board for their consideration and approval the bills for the month of July in the amount of $33,996.49. Moved by Mr. Fazzoni, seconded by Mr. Belcastro, approving the bills for the month of July as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) Old Business: Chairman Paluso brought to the Board's attention a letter he received from a company called the Kostecky Group who would like to meet with him and the Warden regarding the locking system at the jail to determine if any improvements can be made. Mr. Paluso noted that he and Warden Pelzer would meet with this company in the near future. Warden Pelzer stated that he has received several proposals from other companies which he has forwarded to Tom Zibrida of Engineering and Maintenance. Chairman Paluso stated that when all the proposals have been submitted, they will be brought before the Board for review. (Commissioner Petrosky entered the meeting.) Warden Pelzer reported that the County submitted its Intermediate Punishment Plan to the State last Thursday which will enable the County to qualify for funding for construction of the jail annex building and for expansion of the in -home detention program. Chairman Paluso noted that the County has applied to PCCD for funding for an additional twenty electronic monitoring bracelets.
