PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA
Minute No. 9-P-91
Washington County Prison Board
Washington, Pa., September 11, 1991
The Washington County Prison Board met for its monthly meeting in the
Washington County Jail, Washington, Pennsylvania, with the following members
being present: Judge Gilmore; Commissioners Mascara, Petrosky and Paluso;
Controller Belcastro and District Attorney Pettit. Absent being: Sheriff
Fazzoni. Also being present: Warden Pelzer; Linda Hands, Clerk -Typist II; and
Kathy Warco, Observer -Reporter.
Approval of Minutes:
Chairman Paluso called the meeting to order at approximately
11:40 a.m. and asked if there were any corrections, additions or omissions to
Minute No. 8-P-91, each member having received a copy. Moved by Mr. Belcastro,
seconded by Mr. Mascara, that Minute No. 8-P-91 be approved as written. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
(District Attorney Pettit entered the meeting.)
Warden's Report:
Warden Pelzer presented to the Board the following
information:
Income from other units for the maintenance of prisoners for
August:
No monies were received.
Total Work Release and Weekenders:
Work Release were billed $4,260.00
Weekenders were billed $1,480.00
Amount received $5,065.00
$90.00 was turned over to the Clerk of Courts for
collection.
Status of prisoners confined at the end of August, 1991:

Moved by Mr. Belcastro, seconded by Mr. Mascara, to approve the
Warden's Report. Motion carried unanimously by the Board signifying their
approval by stating "Aye".

Warden Pelzer updated the Board on the recent escape at the jail
involving inmates Robert Castner and Ronald Vaselich. He stated that Castner
is currently being housed at Huntington and noted that he was in the County
jail for approximately 5 days. He noted that the jail used extra security and
different measures so that there would be no threat to the staff. Warden
Pelzer stated that Vaselich is still at large.
Bills:
Controller Belcastro presented to the Board for their consideration
and approval the bills for the month of August in the amount of $32,177.35.
Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the bills for the
month of August as per above. Motion carried unanimously by the Board
signifying their approval by stating "Aye". (See list of bills attached hereto
and made a part hereof.)
New Business:
Chairman Paluso made some suggestions to the Warden with reference to
the recent escape at the jail. He suggested that there should always be
current pictures of prisoners on file so that if something does occur, there
will be updated descriptions of the prisoners on file.
Chairman Paluso also suggested that there be a direct line of
notification to the 911 emergency dispatch center so that the police can be
notified more quickly.
Warden Pelzer noted than an internal investigation was done following
the escape which revealed some weaknesses in the jail security. He explained
the procedural changes which have been instituted in order to prevent any
escapes in the future. Some discussion followed.
There being no further business, the meeting adjourned at
approximately 11:50 a.m.
